G.C. Section 84308: No
Fiscal Impact:

Not to exceed $699,624.00 annually for FY 2025–2026 through FY 2028–2029 in Lighting Maintenance District (Fund 422) accounts 422-42000-5312, 422-42000-5791, and 422-42000- 5793. Funding is already included in the FY 2025–2026 adopted budget. No additional appropriation is requested. Future funding will be subject to appropriation through the City’s annual budget process.

Background:

In 2017, the City completed a citywide retrofit of lighting district assets to LED fixtures to improve energy efficiency and reduce long-term maintenance costs. LED light fixtures have an estimated service life of approximately 15–20 years. As these fixtures age and require replacement due to 2 3
5 5
failure, damage, or pole replacement projects, the City must continue to procure compatible LED fixtures to maintain the system.

The City intends to utilize a cooperative purchasing agreement with Graybar Electric Company, Inc., through Omni Partners (Contract No. EV2370), which is valid through January 2029. This cooperative contract allows the City to procure light fixtures and related materials at competitively solicited pricing without conducting a separate bid process.

Granting annual expenditure authority will allow staff to purchase replacement LED light fixtures and related materials as needed to support ongoing lighting district maintenance and replacement projects. Funding for these purchases will be subject to appropriation through the City’s annual budget process.
