Background:
At the February 24 th City Council meeting council approved the purchase and installation of Verkada security equipment to EKC for the Mid Town Recreation Center. On March 11 th, EKC notified the City that they will no longer be able to provide Verkada equipment and installation services to the City of Lancaster. Purchasing and IT staff reviewed the California Multiple Award Schedule (CMAS) agreement that was used previously by EKS for another vendor that could provide the needed Verkada equipment and installation services. COA, who is vendor that the City has used previously for Audio Visual equipment and installation services was on the CMAS agreement and was selected to provide the City with a new quote for the needed equipment and installation services at the Mid Town Recreation Center. 2 3

The City of Lancaster has been utilizing the Verkada Integrated Physical Security Platform for facility security since 2022. The system has been installed at many locations throughout the City and allows Staff to monitor cameras, alarms, door locks and even environmental factors from a single system within a single view. The system also supports mobile devices allowing access from the field or anywhere staff has an Internet connection.
Information Technology staff leveraged the CMAS contract #3-26-01-1007 to achieve the best possible value for the City of Lancaster in the quickest possible time to ensure the Midtown Recreation Center facility project is completed on time. CMAS agreements are established for information technology and non- information technology products and services that have been competitively assessed, negotiated, or bid primarily by the CMAS. Public Contract Code (PCC) § 10298 and 10299 authorizes local government agencies and school districts to use CMAS and other Department of General Services (DGS) agreements without competitive bidding.
