NOTICE OF PUBLIC HEARING
TO CONSIDER PROPOSED INCREASES TO
CITY OF LANCASTER SEWER SERVICE CHARGES
NOTICE IS HEREBY GIVEN that the City Council of the City of Lancaster will conduct a public hearing regarding proposed increases to sewer service charges pursuant to Article XIII D of the California Constitution (Proposition 218), the Health and Safety Code, Government Code provisions relating to utility service charges, and other applicable provisions of California law.
This notice is provided in accordance with Proposition 218 to notify property owners and customers of record of proposed sewer service charge increases and their right to submit written protests regarding the proposed charges.
PUBLIC HEARING INFORMATION
Date: July 14, 2026 at 1:30 p.m.
Location: City Council Chambers, City of Lancaster, 44933 Fern Avenue, Lancaster, CA 93534 All interested persons are invited to attend the public hearing and provide oral or written comments regarding the proposed sewer service charges. Verbal comments alone do not constitute a formal protest.
PURPOSE OF THE PROPOSED SEWER SERVICE CHARGE: The proposed sewer service charges would fund the continued operation, maintenance, repair, rehabilitation, replacement, administration, inspection, and improvement of the City’s sewer collection and conveyance system, including sewer pipelines, laterals, manholes, lift stations, pump systems, and related appurtenant facilities. Services include sewer cleaning, CCTV inspection, emergency repairs, regulatory compliance activities, deferred maintenance reduction, capital improvements, infrastructure replacement, and establishment of operating and capital reserves necessary to maintain safe and reliable wastewater collection services.
The City’s preliminary engineering analysis identified aging sewer infrastructure, deferred maintenance needs, below- target inspection frequencies, increasing operating costs, and the need for enhanced rehabilitation and replacement programs to maintain long-term system reliability and regulatory compliance.
The City’s existing sewer service charges have not been substantially updated since the City assumed responsibility for the sanitary sewer collection system in 2008.
PROPOSED SEWER SERVICE CHARGES: The proposed sewer service charges are based on the proportional cost of providing sewer collection and conveyance services to parcels within the sewer service area. Charges are apportioned using a Sewage Unit (“SU”) methodology based on estimated wastewater generation by land use and wastewater flow characteristics consistent with Los Angeles County Sanitation District loading classifications.
A Sewage Unit represents the typical wastewater flow generated by a single-family residential parcel. Land uses are assigned sewage unit factors based on estimated wastewater generation and system demand.
The proposed sewer service charges for FY 2026-27 through FY 2030-31 are shown in the table below.
ENGINEER’S REPORT: A detailed Engineer’s Report and Sewer Service Charge Analysis describing the proposed sewer service charges, cost analysis, rate methodology, service area, and proposed charges is available for public review at the Office of the City Clerk, City of Lancaster, 44933 Fern Avenue, Lancaster, California, during regular business hours, or on the City website: https://www.cityoflancasterca.org/our-city/departments-services/public-works/utility-services/sewer- district.
WRITTEN PROTEST PROCEDURES: Pursuant to Proposition 218, property owners or customers of record subject to the proposed sewer service charges may submit written protests regarding the proposed charges.
Written protests must:
Be in writing;

At the conclusion of the public hearing, the City Council will consider all written protests and oral comments received regarding the proposed sewer service charges.
