The ballfield at Samaritan’s Purse Park, located at 44501 5th Street East, Lancaster, CA 93534, is an asset used by the community throughout the day, including at night, to support youth sports and community recreation. With the current comprehensive park renovations, this ballfield is poised to become a vital hub for community engagement and sports. As a result, the PARCS Department anticipates increased evening programming at the ballfield, including organized youth and adult sports.

The ballfield lights need to be replaced to LEDs in order to continue normal park operations. This retrofit is necessary to meet the new energy demand created by the addition of park features such as the splash pad and parkway lighting.

Current field lighting is accomplished using 1500-watt Metal Halide fixtures, which offer lower energy efficiency and shorter lifespans. LEDs provide superior, more focused light while reducing energy usage by approximately 70% to 80%. LED lights last up to 100,000+ hours, compared to 15,000+ hours for Metal Halide, thus reducing labor and replacement cost significantly, and minimizing downtime due to malfunctions.

The scope of work focuses on these core improvements:

1. Removal of existing field lights from 6 poles – The current Metal Halide bulbs and the holding fixtures will be removed and disposed of by the contractor.

2. Procure and install Lighting Components, comprised of LEDs, to 6 poles

3. Test and aim LED fixtures

4. Test remote access and install necessary software
This LED retrofit includes Musco’s photometric design, which increases visibility and safety for users, and delivers the light levels, uniformity, and the ability to track aerial balls for player safety and a better fan experience. The system can be monitored and operated remotely via Musco’s Control Link system, which provides proactive monitoring and 24/7 call center support. Remote lighting monitoring and operation can reduce the staffing levels of programs at the ballfield and create savings. Additionally, Musco offers a 10-year warranty on labor and product, which will translate into significant savings related to monitoring, maintenance, and repair of the lighting system.

Staff recommends utilizing the Sourcewell cooperative purchasing agreement for the Samaritan’s Purse Park Field Lighting Retrofit through Musco Sports Lighting. Consistent with City purchasing policies, this strategy ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies. This approach will significantly shorten the procurement timeline, allowing the City to begin the work sooner and open the facility to the community faster.
