Background:

On February 24, 2026, the City released Request for Proposals (RFP) No. 798-26 seeking qualified towing operators to provide rotational towing and secure storage services for abandoned vehicles, code enforcement-related vehicle abatement, and City-owned vehicles.

The RFP was developed to establish a structured and transparent towing rotation program that ensures timely response, operational accountability, secure vehicle storage, and compliance with applicable state and local regulations. Services include removal of vehicles from the public right- of-way, abatement of inoperative or unregistered vehicles from private property, and towing support for City operations.

The RFP established minimum operational requirements including:
24-hour response capability
Maximum response times
Secure and compliant storage facilities
Required insurance coverage
Vehicle and equipment standards
Recordkeeping and reporting requirements
Compliance with California Vehicle Code requirements
Participation in a City-managed towing rotation program Proposals were due on March 16, 2026, and were evaluated by a committee using criteria outlined in the RFP, including experience and qualifications, references and past performance, inspection of facilities and equipment, operational readiness, administrative capabilities, and compliance with City requirements.

The City received proposals from the following towing operators in response to RFP No. 798-26:

Proposer Proposal Received Recommended for Award
All Wayz Towing Yes Yes
Angel’s Touch Towing Yes No
Clark & Howard Yes Yes
R&J Towing and Recovery Yes Yes
Velocity Towing LLC Yes Yes
The RFP allowed for placement of up to four qualified operators on the City’s rotational tow list.

Following review of the submitted proposals, facility inspections, operational capabilities, references, and compliance with the requirements of the RFP, staff determined that the recommended operators best met the City’s operational needs and demonstrated the ability to provide responsive, professional, and compliant towing and storage services.

Awarding agreements to multiple operators provides the City with:
Increased operational coverage and availability
Improved response capacity during peak periods and emergencies Greater flexibility for specialized towing needs
Redundancy in service delivery
Competitive and reasonable fee structures
A fair and transparent rotational dispatch process
The proposed agreements establish a three-year term and include detailed operational standards governing dispatch procedures, response times, storage facility requirements, insurance requirements, recordkeeping, customer service expectations, and disciplinary procedures.

Staff recommends approval of the agreements to ensure continued availability of reliable towing and secure storage services in support of the City’s code enforcement operations, abandoned vehicle abatement efforts, and municipal operations.
