Subject: Lancaster Eastside Annexation (Annexation No. 24-001/Lancaster Reorganization 2025-02 Tax Transfer Resolution)
Recommendation:
1. Adopt Resolution No. 26-__ approving the Tax Transfer Resolution for Lancaster Reorganization 2025-02 and Annexation No. 24-001, annexing approximately 638 acres generally bound by Avenue I, Avenue J, 50th Street East, and 60th Street East from unincorporated Los Angeles County into the City of Lancaster.
G.C. Section 84308: No
Fiscal Impact:
The proposed annexation would generate an increase in property tax revenue associated with the increase in land area.
Background:
The City of Lancaster is currently comprised of approximately 105 square miles, following the recent annexation of 11 square miles under the Westside Annexation in January 2026. While the central portion of the City is relatively developed, much of the outlying areas of the City are undeveloped and have irregular boundaries. Additionally, many of the undeveloped parcels are small, sometimes with multiple owners or owners that live outside of the United States. These conditions present difficulties for developing the larger scale alternative energy and residential projects necessary to support City needs and goals.
In order to accommodate the future economic and housing needs of the City and to better align some of the City’s irregular boundaries, staff proposed the annexation (ANX24-001) of approximately 638 acres generally bound by Avenue I, Avenue J, 50th Street East, and 60th Street 2 3

East from unincorporated Los Angeles County into the City of Lancaster. In association with the annexation, a pre-zone of the annexation area was approved by City Council on October 14, 2025. There is no development associated with the proposed annexation, and future development would be subject to a separate review.
In addition to the City approvals for the annexation, a tax transfer resolution is required to be approved by the City and all County agencies to establish how the property taxes within the annexation area would be redistributed. This tax transfer resolution is a required portion of the annexation application and process.
The Lancaster City Council authorized the filing of this annexation application on July 9, 2024.
The application was filed with the Local Area Formation Commission (LAFCO) of Los Angeles County on July 2, 2025. Upon approval of the annexation application and tax transfer resolution, LAFCO will proceed with the annexation process.
Planning Commission
The Planning Commission heard the proposed ANX during their regular meeting on September 15, 2025, and voted to recommend approval to the City Council.
