Background:

City Hall is a vital hub for our community, providing a wide range of essential services. The building’s HVAC system urgently requires replacement of its chiller, which has exceeded its service life and is no longer reliable. If the unit fails, rising indoor temperatures could force employees to work remotely and require the closure of City Hall to the public. With the summer season approaching, replacing this equipment is critical to maintaining safe, functional operations and preserving the integrity of the facility.

Staff is recommending that Council authorize the City of Lancaster to enter into a cooperative purchasing agreement through the Sourcewell Public Sector Contract with ACCO Engineered Systems. In lieu of conducting its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with ACCO Engineered Systems through Sourcewell. Sourcewell is a national governmental purchasing cooperative that helps public agencies take advantage of competitively bid public contracts. Using Sourcewell is consistent with the City of Lancaster's purchasing practices for achieving the lowest available price.

The proposed award to ACCO Engineered Systems will provide the building with a new HVAC chiller, helping ensure the facility remains sustainable, comfortable for staff, and fully operational to serve the public.
