Fiscal Impact:
As part of the approval, a budget transfer of $47,210.00 is proposed from savings in various General Fund capital improvement projects to CP11ZZ010.CONST, GL Account 10149900.8000. Sufficient funds are available in both this account and 23049900.8000.
Background:
On October 21, 2025, the City opened bids for the Samaritan’s Purse Park Improvements (PWCP 24-008). While R.C. Becker and Son, Inc. was identified as the lowest responsive bidder, the initial award was limited to the Base Bid of $6,480,957.29 due to budget constraints at that time.
Formerly known as El Dorado Park, Samaritan’s Purse Park is a vital hub located at the corner of 5th Street East and Pondera Street. The ongoing revitalization, which includes a new splash pad, skate spot, and exercise stations, originally included Add Alternate Option #2 for specialized hardcourt (basketball) lighting. This was identified as a high-priority item to address community input regarding evening safety and the expansion of recreational hours for the surrounding residential neighborhoods.
Staff has re-evaluated the project budget and determined that sufficient funds are available to incorporate this lighting. Following negotiations with R.C. Becker and Son, Inc., the original cost estimate for this scope of work was reduced to a final negotiated amount of $47,210.
Utilizing the contractor while they are currently mobilized on-site, it prevents significantly higher future costs associated with separate trenching, mobilization, and the potential disruption of newly installed landscaping or concrete.
All other terms of the original award, including support from IDS Group, Inc. and Cumming Management Group, Inc., remain in effect. This project continues to be subject to the Community Workforce Agreement (CWA).
The finalized park will feature a cohesive environment of new plaza seating, turf irrigation, and energy-efficient lighting throughout, ensuring a safe and modern facility for the community.
