Background:

Under the leadership of the Mayor and City Council, the City of Lancaster has been a leader in advancing innovative energy programs that deliver tangible benefits to residents and businesses.

Lancaster Energy, the City’s Community Choice Aggregator (CCA), was established in 2015 to provide cost savings, local control, and reinvestment opportunities for the community.

As part of its mission, Lancaster Energy continuously evaluates opportunities to return value to its customers through programs, incentives, and direct financial relief.

The City of Lancaster summer months are characterized by extreme heat, which significantly increases electricity usage for cooling. This seasonal demand often results in higher utility bills 2 3

for both residents and small businesses.

To help alleviate this burden, Lancaster Energy proposes a Summer Bill Credit Program. This program will provide a $40 bill credit per month for three consecutive months of July, August, and September 2026 for all eligible Lancaster Energy customers.

Eligible customers include:
All residential customers enrolled in Lancaster Energy; and GS-1 (General Service – Small Commercial) customers enrolled in Lancaster Energy The $40 credit will be applied directly to eligible customers’ SCE utility bills and will appear as a line-item reflecting the Lancaster Energy program benefit. Customers do not need to apply or take any action to receive the credit; it will be automatically distributed.

This program is designed to:

Provide immediate financial relief during peak summer months; Support energy affordability for households and small businesses; and Reinforce Lancaster Energy’s commitment to reinvesting in its community.

This program supports the City’s strategic priority of fostering economic resilience and improving quality of life by reducing utility cost burdens for residents and local businesses.

Information about the Summer Bill Credit Program will be shared through Lancaster Energy’s communication channels, including its website, social media platforms, SCE billing language, and customer notifications.

This program represents a strategic reinvestment using existing Lancaster Energy funds to directly benefit the community during the highest energy-use months of the year. By providing targeted bill credits, the program will help ease financial strain while reinforcing the value of Lancaster Energy participation.

Staff recommends approval of the proposed program.
