Execu&ve Summary
This compensa&on study evaluates the City of Lancaster’s sworn public safety classifica&ons rela&ve to comparable law enforcement agencies in California, with a focus on base pay, incen&ve pay, and total employer-paid compensa&on. Comparator agencies include the Los Angeles County Sheriff’s Department (LASD), the California Highway Patrol (CHP), and municipal police departments in Bakersfield, Sierra Madre, and Tehachapi.

Key Findings

1. Lancaster base salaries are compe22ve at the Police Officer and Sergeant levels, but gaps emerge when compared to full compensa2on packages offered by peer agencies.

While Lancaster Police Officers and Sergeants have higher base pay than many smaller municipal departments, agencies such as LASD and CHP offer significantly richer layered compensa&on structures that increase total earnings well beyond base salary. These include patrol bonuses, POST incen&ves, manpower and reten&on bonuses, and specialty pay.

2. Total compensa2on at comparator agencies frequently exceeds Lancaster once benefits and incen2ves are included.

When employer-paid benefits (medical, dental, vision, deferred compensa&on, re&ree medical, and other cafeteria-style contribu&ons) are added, several comparator agencies surpass Lancaster in total compensa&on, par&cularly at the Sergeant and Lieutenant levels. LASD and CHP show the largest differen&als due to robust benefit contribu&ons and mul&ple bonus programs.

3. Incen2ve and specialty pay is a major differen2ator in recruitment and reten2on.

Comparator agencies provide extensive incen&ve pay for POST cer&fica&on levels, specialty assignments, patrol du&es, motorcycles, bilingual skills, training officers, and longevity. Lancaster’s more limited incen&ve structure places it at a compe&&ve disadvantage, especially for experienced officers seeking career progression and specialty assignments.

4. Compe22ve pressures are most pronounced at senior and supervisory classifica2ons.

The compensa&on gap widens at the Sergeant and Lieutenant levels, where comparator agencies offer higher total compensa&on driven by supervisory pay differen&als, specialty bonuses, and enhanced benefit contribu&ons. This creates reten&on risk for Lancaster as officers advance in rank.

Execu&ve Summary | Page 4 of 14
Overall Assessment

The study indicates that while the City of Lancaster’s Police Department is compe&&ve on base salary for sworn posi&ons, it faces increasing compe&&ve pressure when total compensa&on is evaluated holis&cally. Peer agencies, par&cularly LASD and CHP, leverage comprehensive incen&ve and benefit packages that significantly enhance overall compensa&on and career aSrac&veness.

Strategic Implica7ons

To remain compe&&ve in recruitment and reten&on, par&cularly for experienced officers and supervisory ranks, Lancaster may wish to evaluate:

• Implementa&on of POST, patrol, and specialty incen&ve pay • Targeted reten&on or assignment-based bonuses
• Long-term strategies to align total compensa&on with regional labor market reali&es

This study provides a data-driven founda&on for informed policy discussions regarding compensa&on strategy, workforce stability, and long-term public safety staffing needs.
