A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA AMENDING RESOLUTION
NO. 14-65 APPROVING THE REVISIONS TO THE CITY OF
LANCASTER PERSONNEL RULES AND REGULATIONS
WHEREAS, the City Council is authorized pursuant to Personnel Ordinance No. 265 to adopt and amend Personnel Rules and Regulations for the administration of the City's personnel system; and;
WHEREAS, the City of Lancaster Personnel Rules and Regulations establish policies and procedures governing personnel administration, recruitment, classification, compensation, employee relations, disciplinary actions, leave administration, and other employment-related matters; and;
WHEREAS, the Personnel Rules and Regulations were last comprehensively revised in 2015; and;
WHEREAS, changes in federal and state employment laws, personnel administration practices, and the City's organizational structure have necessitated a comprehensive review and update of the Personnel Rules and Regulations; and;
WHEREAS, the proposed revisions update and clarify numerous provisions throughout the Personnel Rules and Regulations, including equal employment opportunity protections, recruitment and hiring procedures, employment classifications, disciplinary and appeal procedures, exempt employee designations, organizational references, administrative provisions, and the City's Employment of Relatives policy; and;
WHEREAS, the proposed revisions also include employee benefit enhancements intended to support employee recruitment, retention, and workforce competitiveness, including modifications to floating holiday benefits, vacation accrual rates, promotional salary increases, sick leave cashout eligibility, and sick leave upon separation benefits; and; WHEREAS, Section 19.01 of the Personnel Rules and Regulations provides that amendments to the Personnel Rules and Regulations shall be approved by resolution of the City Council; and;
WHEREAS, the City Council has reviewed the proposed revisions and finds that adoption of the revised Personnel Rules and Regulations is in the best interests of the City and its employees.

NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF LANCASTER DOES HEREBY RESOLVE, DETERMINE AND FIND AS FOLLOWS;
Section 1. The revised Personnel Rules and Regulations attached hereto as Exhibit A are hereby approved and adopted.
Section 2. The Personnel Rules and Regulations previously in effect are hereby repealed and replaced by the Personnel Rules and Regulations adopted pursuant to this Resolution.
Section 3. The City Manager, or designee, is authorized and directed to administer and implement the Personnel Rules and Regulations adopted herein.
