Subject: Service Agreement and Release of Liability Amendment for Astral Challenger Artwork Repairs
Recommendation:
Approve Amendment No. 1 to the Service Agreement and Release of Liability with Shana Mabari Studio LLC for repairs to the “Astral Challenger” public art installation located at Avenue L and Challenger Way, increasing the agreement amount by $8,370 for a total contract amount not to exceed $132,370, and authorize the City Manager or designee to execute all related documents.
G.C. Section 84308: No
Fiscal Impact:
The amendment increases the agreement amount by $8,370, resulting in a revised total not-to- exceed contract amount of $132,370. Funding is available within the appropriate departmental budget. The City intends to pursue reimbursement associated with the damage caused by the December 7, 2025 vehicle collision.
Background:
The “Astral Challenger” public art installation located at the Avenue L and Challenger Way roundabout was originally designed and installed by artist Shana Mabari in 2015/2016 through the City’s public art selection process. On December 7, 2025, the artwork sustained significant damage as the result of a single-vehicle collision.
On March 9, 2026, the City entered into a Service Agreement and Release of Liability with Shana Mabari Studio LLC in an amount not to exceed $124,000 for the repair, fabrication, electrical restoration, and reinstallation of the damaged artwork. Since “Astral Challenger” is a 2 3
9 5
one-of-a-kind, artist-designed installation, the City determined it was in its best interest to work directly with the original artist and her specialized fabrication team to ensure the integrity, appearance, and structural design of the artwork are preserved. The original installation was also completed as a sole-source public art project through the City’s public art process.
During the repair process, updated contractor pricing and increased material and shipping costs were identified, including increases associated with specialty acrylic fabrication, freight delivery, stainless steel fabrication, and installation coordination. Amendment No. 1 increases the agreement amount by $8,370, for a revised total not-to-exceed amount of $132,370, to allow completion of the specialized repairs and restoration work associated with the public art installation.
The repair scope includes replacement acrylic fins and cone components, stainless steel fabrication and installation, electrical and lighting repairs, crane operations, and project oversight necessary to restore the artwork to its original condition.
