Background:

Sgt. Steve Owen Memorial Park (OMP), located at 43063 10 th Street West, is one of the City of Lancaster’s largest and most heavily utilized park facilities, offering a wide range of recreational amenities that serve residents and visitors throughout the year. Among its most popular features is the multi-age playground, which was renovated in 2020 and designed to accommodate children ages 2–12.

Due to the playground’s high level of use, the safety surfacing has experienced significant wear and deterioration. The condition of the flooring now presents visible signs of stress. While multiple sections of the surfacing have been repaired over the years, these repairs have only provided temporary relief and have not addressed the underlying long-term deterioration of the material. It is our recommendation that all playground flooring at OMP be replaced to improve safety and accessibility.

To enable our community to continue making happy and safe memories, we are recommending authorization to enter into a cooperative purchasing agreement through the OMNIA Partners Public Sector Contract with Playcore Wisconsin, Inc dba GameTime c/o Great Western. In lieu of undertaking its own competitive bidding or proposal process, the City of Lancaster will utilize a cooperative purchasing agreement (piggyback) with Playcore Wisconsin, Inc dba GameTime c/o Great Western through OMNIA Partners. OMNIA Partners is a national governmental purchasing cooperative that helps public agencies take advantage of competitively bid public contracts. The use of OMNIA Partners is consistent with the City of Lancaster's purchasing practices for achieving the lowest pricing available. It is the staff’s opinion that a competitive bidding process facilitated by the City of Lancaster would not be practicable or advantageous. Under the Purchasing Policy, piggyback contracts with other governmental agencies for professional, scientific, expert, or technical services where contracts were competitively bid are allowed.

The proposed award to Playcore Wisconsin, Inc., dba GameTime, c/o Great Western, will include the replacement of all playground pour-in-place rubber flooring which will enhance safety and improve accessibility. These upgrades will benefit the community for years to come.
