Scope of the Work to be Performed
The City desires an Annual Comprehensive Financial Report (ACFR) and its component unit financial statements for the City of Lancaster, Lancaster Public Financing Authority, Lancaster Housing Authority, Lancaster Community Services Foundation, California Choice Energy Authority and the Lancaster Choice Energy, to be prepared by the independent Auditor and be fully GASB compliant for the fiscal year ended June 30, 2022 and each of the subsequent years, June 30, 2023 and 2024 of the audit Firm’s contract with the City. The City will be planning to submit the to the Government Finance Officers Association (GFOA) for review in their Certificate of Achievement for Excellence in Financial Reporting program.

Consultant agrees to perform the following tasks:

1. Conduct the examination of the City’s annual financial statements in accordance with auditing standards generally accepted in the United States, Government Auditing Standards promulgated by the Comptroller General of the United States. In addition, the minimum auditing standards set forth in the Single Audit Act and OMB Circular A-133 must be met in those years in which a Single Audit is required. The single audit report should include an appropriate schedule of expenditures of federal awards, footnotes, findings and questioned costs, including reportable conditions and material weaknesses, and a follow up on prior audit findings, where required.

2. Render an independent opinion on the fair presentation of the City’s basic financial statements on the basis of their conformity with generally accepted accounting principles. The Auditor is not required to audit the supporting statistical schedules contained in the Annual Comprehensive Financial Report (ACFR). However, the Auditor is to provide an “in-relation to” report on the supporting schedules based on auditing procedures applied during the audit of general-purpose financial statements and the combining and individual fund financial statements schedules.

3. Prepare an evaluation of the City’s compliance with applicable laws and regulations governing the City, including agreed-upon auditing procedures each fiscal year pertaining to compliance with the City’s Investment Policy.

4. Perform agreed-upon audit procedures pertaining to the City’s GANN Limit and render a letter, annually, to the City regarding compliance.

5. Issue the appropriate audit reports on internal control and compliance. In the required reports on internal controls, the Auditor shall communicate any reportable conditions found during the audit. A reportable condition shall be defined as a significant deficiency in the design or operation of the internal control structure, which could adversely affect the organization's ability to record, process, summarize and report financial data consistent with the assertions of management in the financial statements. Reportable conditions that are also material weaknesses shall be identified as such in the report.

DocuSign Envelope ID: 5DD78301-D264-4492-91EF-21565CA2DBA6

11 6. Prepare and submit a report as communication with those charged with governance, inclusive of the Management Letter, as required by auditing standards, at the conclusion of the annual audit.

The report shall include all significant opportunities for realistically improving internal controls of the City’s operation and procedures that are discovered or observed by the Auditor in the course of the annual audit and management response to the recommendation. Prior to completion of the Management Letter, the Auditor shall meet with the Finance Director and/or City Manager to review findings and recommendations in detail before the final Auditor letters and City responses are finalized.

7. Prepare various financial reports and schedules of the City’s ACFR, including the Government- Wide Financial Statements, Fund Financial Statements, Notes to the Basic Financial Statements, Required Supplementary Information, Supplementary Schedules, and portions of the Statistical Section. The City will ultimately be responsible for these financial reports, as well as preparing the Introductory Section, Management Discussion and Analysis, and portions of the statistical sections of the ACFR. The Auditor shall assist in finalizing the City's ACFR by conducting a review of all schedules, notes, etc., to ensure full compliance with all current GASB pronouncements.

8. Verify the implementation of recommended improvement from the prior year submission to Certificate of Achievement for Excellence in Financial Report from the Government Finance Officers Association (GFOA) under the ACFR award program. The City has received the Certificate of Achievement for Excellence in Financial Report from GFOA previously and will expect the ACFR to meet the requirements of the program.

9. Upon request by city staff, present and discuss the annual basic financial statements, results of operation, and Management Letter contents at a meeting of the City Council.

10. In addition to completing the annual audit, the Auditor shall be available during normal business hours, throughout the contract period, to provide advice and guidance on financial reporting, the implementation of new GASB pronouncements, and regulations affecting local government accounting, upon request by city staff. The Auditor will be expected to keep the City abreast of the working requirements of all new accounting and financial reporting pronouncements of the Governmental Accounting Standards Board (GASB), the United States Office of Management and Budget, and the State of California. It is expected that the successful Firm will designate a senior staff member, at the manager, director or partner level, who will be responsible for responding to City phone calls and email communications within a reasonable response period
