Subject:Purchase and Sale Agreement with Los Angeles County Recommendations:
1. Find the purchase of property categorically exempt under the California Environmental Quality Act and authorize staff to execute and file a Notice of Exemption.
2. Approve the Purchase and Sale Agreement with Los Angeles County for Assessor’s Parcel Number (APN): 3107-022-900, located in the Fox Field Specific Plan area.
3. Authorize the City Manager, or his designee, to finalize, negotiate, and execute (i) a Purchase and Sale Agreement; and (ii) all documents necessary or appropriate to complete the transaction.

Fiscal Impact:
The fair market value and purchase price is $150,000. Sufficient funds are available in Account 101.10300.8010.
Background:
As a regional emergency preparedness and response facility, the Parris Center is designed to serve as a hub for emergency sheltering, disaster response coordination, and essential community services during natural disasters, public safety incidents, and other emergency events.
Reliable access to utilities such as electricity and water are a fundamental component of emergency preparedness and continuity of operations. To provide needed water resources and infrastructure, 2 4

the City’s acquisition of the subject parcel from Los Angeles County is necessary. The subject parcel is located near Avenue G-8 and 30th Street West, about one half mile from the Parris Center.
Its strategic location makes it uniquely suited to support this infrastructure project.
Following City Council’s action, the purchase and sale agreement will go before the Los Angeles County Board of Supervisors for approval. Should the agreement be approved by both entities and the City acquires the property, any proposed project will be subject to obtaining all necessary land use approvals and permits from the City.
