Background:

The Road Repair and Accountability Act of 2017 (SB 1) provide ongoing funding to cities and counties for roadway maintenance, rehabilitation, and safety improvements through the Road Maintenance and Rehabilitation Account (RMRA).

As part of the Fiscal Year 2026-2027 SB 1 Proposed Project List, staff recommended the acquisition of an asphalt paver to support the City's pavement preservation and roadway maintenance efforts. The equipment will be utilized by Public Works Maintenance Services crews to perform roadway rehabilitation activities, asphalt repairs, and pavement maintenance projects throughout the City.

The acquisition of this equipment will enhance the City's ability to perform roadway maintenance activities in-house, improve operational efficiency, reduce reliance on contracted services for certain pavement maintenance work, and support the long-term preservation of the City's transportation infrastructure.

Staff obtained pricing from Nixon-Egli Equipment Company, an authorized dealer for LeeBoy equipment, through the competitively solicited cooperative purchasing program administered by Sourcewell. The proposed asphalt paver is available under the LeeBoy-Sourcewell Contract No. 022626-VTL.

Utilization of the Sourcewell cooperative purchasing contract satisfies the City's procurement requirements by leveraging a nationally solicited and competitively awarded contract, ensuring best value while streamlining the procurement process. The cooperative purchasing method allows the City to acquire the equipment in a timely and cost-effective manner without conducting a separate formal solicitation.
