Background:

On May 26, 2026, the City Council adopted Resolutions of Intention initiating Proposition 218 proceedings for the City's Drainage Benefit Assessment District, Lighting Maintenance District, Landscape Maintenance District No. 1, and Sewer Service Area. As required by Proposition 218, notices, assessment ballots, and protest forms were mailed to affected property owners, including City-owned parcels determined to receive special benefit from the infrastructure and services provided within the respective districts.

The City of Lancaster owns parcels within each of the affected districts and service areas and has received assessment ballots and protest forms as a property owner. Consistent with Proposition 218 procedures, publicly owned parcels receiving special benefit may participate in the assessment balloting and protest process.

The proposed assessments and sewer service charge are intended to provide funding necessary to maintain existing infrastructure and service levels, address deferred maintenance, improve long- term system sustainability, and reduce ongoing reliance on General Fund subsidies. As the owner of parcels receiving benefit from these services and improvements, the City has the opportunity to participate in the Proposition 218 proceedings in the same manner as other affected property owners.

Approval of the proposed resolution would authorize the City Manager, or his designee, to act on behalf of the City as a property owner and submit the City's assessment ballots in favor of the proposed assessments and refrain from protesting the proposed sewer service charge for City- owned parcels.
