A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, APPROVING A FIVE-YEAR
LEASE PURCHASE AGREEMENT VIA LEASE SERVICING
CENTER, INC. DBA NCL GOVERNMENT CAPITAL (“NCL”)
FOR THE PURCHASE OF A 900 ECO 12-YARD
COMBINATION SEWER CLEANER FROM U-ROCK UTILITY
EQIPMENT, LLC, UTILITIZING A SOURCEWELL
CONTRACT AWARDED TO SEWER EQUIPMENT CO. OF
AMERICA
WHEREAS, the City of Lancaster owns, operates, and maintains an extensive sanitary sewer collection system, and is responsible for providing reliable wastewater collection services while complying with all applicable federal, state, and local regulatory requirements; and WHEREAS, the Public Works Department utilizes combination sewer cleaning equipment as a critical component of its preventative maintenance program to inspect, clean, and maintain the City's sanitary sewer infrastructure, reduce the occurrence of sewer overflows, and protect public health and the environment; and
WHEREAS, the existing combination sewer cleaner has exceeded its expected service life, is experiencing increasing mechanical failures and maintenance costs, and no longer provides the level of reliability necessary to maintain the City's required level of service and Best Management Practices; and
WHEREAS, the purchase of a new 900 ECO 12-Yard Combination Sewer Cleaner will improve operational efficiency, reduce equipment downtime, enhance the City's ability to respond to emergency sewer system failures, and ensure continued compliance with regulatory and operational requirements; and
WHEREAS, the proposed purchase will be made through the Sourcewell cooperative purchasing program pursuant to a competitively solicited contract awarded to Sewer Equipment Co. of America, with U-Rock Utility Equipment, LLC serving as the authorized dealer, thereby providing a procurement-compliant and cost-effective method for acquiring the required equipment; and
WHEREAS, staff recommends approval of a five-year Lease Purchase Agreement through Lease Servicing Center, Inc., dba NCL Government Capital, to finance the purchase of one (1) 900 ECO 12-Yard Combination Sewer Cleaner on a Western Star 47X chassis from U-Rock Utility Equipment, LLC, in an amount not to exceed $643,375.93, consisting of one initial payment of $350,000.00 and four annual payments of $88,918.03; and WHEREAS, the City Council desires to authorize the purchase of the equipment described hereinabove.

NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF LANCASTER, AS FOLLOWS:
Section 1. The City Council of the City of Lancaster has determined that a true and very real need exists for the acquisition of the Equipment described on Exhibit A of Schedule No. 001 to the Master Lease and Purchase Agreement dated June 30, 2026, between City of Lancaster (Lessee) and Lease Servicing Center, Inc. dba NCL Government Capital (Lessor).
Section 2. The City Council of the City of Lancaster has determined that the Agreement and Schedule, substantially in the form presented to this meeting, are in the best interests of the Lessee for the acquisition of such Equipment, and the Governing Body hereby approves the entering into of the Agreement and Schedule by the Lessee and hereby designates and authorizes the following person(s) to execute and deliver the Agreement and Schedule on Lessee’s behalf with such changes thereto as such person(s) deem(s) appropriate, and any related documents, including any Escrow Agreement, necessary to the consummation of the transaction contemplated by the Agreement and Schedule. City of Lancaster is authorized to enter into the lease/purchase financing with Lease Servicing Center, Inc. dba NCL Government Capital to finance their Sewer Equipment 900 ECO 12 Yard Combination Sewer Cleaner on a Western Star 47X Chassis from U-Rock Utility Equipment, LLC in the amount of $705,672.12 with one (1) payment of $350,000.00 and four (4) annual payments of $88,918.03.
Section 3. This resolution shall take effect immediately upon its passage.
