Background:
The City continually seeks to improve its transportation planning, traffic operations, and roadway safety programs using reliable and comprehensive traffic data. Accurate traffic speed and volume information are essential for evaluating roadway performance, identifying safety concerns, prioritizing infrastructure improvements, supporting grant applications, and responding to resident concerns regarding traffic conditions.
Urban SDK, Inc. provides a cloud-based transportation data platform that aggregates and analyzes large-scale mobility data from multiple sources, offering comprehensive traffic speed and traffic volume information across the City's roadway network. Unlike traditional traffic studies that rely on limited-duration field-counts at specific locations, Urban SDK, Inc.'s platform provides historical and continuously updated data subject to a seven-day data latency, allowing City staff to evaluate traffic patterns over extended periods and across a broader geographic area.

In addition to providing transportation data, Urban SDK, Inc. incorporates artificial intelligence and advanced analytics tools that help agencies identify trends, detect anomalies, and generate insights from large datasets more efficiently than traditional analysis methods. These capabilities allow City staff to evaluate traffic conditions, monitor changes in travel behavior, and identify emerging transportation issues using data-driven approaches that support informed decision- making.
The software will enable the City's traffic engineers to efficiently access data needed for traffic impact analyses, speed studies, congestion monitoring, safety evaluations, and transportation planning efforts. The platform's data analytics and visualization tools will also improve staff productivity by reducing the time and cost associated with collecting, processing, and analyzing traffic information through conventional methods.
In addition to supporting the City's engineering and transportation planning efforts, the Lancaster Police Department will also receive a user license, enabling the City’s law enforcement personnel to identify locations with recurring speeding activity and other traffic safety concerns. By leveraging historical and continuously updated speed data, enforcement resources can be more strategically deployed to corridors and intersections exhibiting persistent speeding trends. The platform will support the collaborative efforts between these staff teams to evaluate the effectiveness of targeted enforcement and traffic safety initiatives through a variety of performance metrics, helping to quantify changes in driver behavior and support data-driven public safety strategies.
Contracting with Urban SDK, Inc., will provide the City with a cost-effective and scalable solution for obtaining transportation data, supporting data-driven decision-making, and enhancing the City's ability to plan, operate, and maintain a safe and efficient transportation system. The use of this technology will help the City better identify transportation needs, prioritize investments, and advance mobility and safety objectives for residents, businesses, and visitors.
To ensure the best overall value for the City, staff utilized Sourcewell Cooperative Purchasing Agreement Contract No. 060624-VTO, which was competitively solicited and awarded by Sourcewell in accordance with its cooperative purchasing procedures. The solution will be procured through Vertosoft, an authorized reseller under the cooperative purchasing contract.
Utilizing the Sourcewell contract enables the City to obtain competitively negotiated pricing, reduce administrative procurement costs, and expedite implementation while remaining consistent with the City's purchasing policies and cooperative purchasing authority. Staff has determined that this procurement method provides the best overall value to the City.
