Background:
U-Rock Utility Equipment, LLC, is an authorized dealer for Sewer Equipment Co. of America, which manufactures a wide range of sewer vacuum and hydro-excavation trucks. Sewer Equipment Co. of America dealer networks offer sales and service across the United States and Canada. Sewer Equipment Co. of America is Sourcewell Cooperative Purchasing (formerly the National Joint Powers Alliance) a range of percentage discounts from MSRP through Sourcewell Contract No. 101221-SCA. Bid documents meet all State and City requirements for competitive procurement. Utilization of the Sourcewell cooperative purchasing contract satisfies the City's procurement requirements by leveraging a nationally solicited and competitively awarded contract, ensuring best value while streamlining the procurement process. The cooperative purchasing method allows the City to acquire the equipment in a timely and cost-effective manner without conducting a separate formal solicitation. Lease Servicing Center, Inc. dba NCL Government Capital (“NCL”) will provide the financing and document services for the lease purchase agreement for the acquisition of this equipment.
To maintain the current level of service and continue meeting industry Best Management Practices for sewer system cleaning and maintenance, this procurement is necessary due to the advanced age, declining reliability, and ongoing mechanical issues associated with the existing equipment, which has exceeded its expected service life. Replacing this equipment will ensure the Public Works Department continues to comply with applicable industry standards and legislative requirements while sustaining safe, efficient, and reliable service delivery to the community.
