Subject: Adoption of a Resolution Approving the Lancaster Energy 2026 Integrated Resource Plan
Recommendation:
Adopt Resolution No. 26-XX, approving the Lancaster Energy 2026 Integrated Resource Plan.
G.C. Section 84308: No
Fiscal Impact:
None
Background:
The City’s Community Choice Aggregation (CCA) Program, Lancaster Energy (LE), was established by the City Council through the adoption of Ordinance 997 on May 27, 2014. LE began serving customers in May 2015.
Senate Bill (SB) 350, approved by the Governor on October 7, 2015, added Public Utilities Code Section 454.52, establishing the requirement for load-serving entities, including CCAs, to file an Integrated Resource Plan (IRP) with the California Public Utilities Commission (CPUC).
Applicable clean energy targets have been updated by subsequent legislation. SB 100 (Statutes of 2018) increased the RPS to 60% by 2030 and established a goal of 100% clean electricity by 2045.
SB 1020 (Statutes of 2022) added interim milestones of 90% clean electricity by 2035 and 95% by 2040. AB 1279 (2022) codified statewide carbon neutrality by 2045. The 2026 IRP reflects this full statutory trajectory.
The IRP is a 10-year forward-looking procurement plan and does not commit LE to specific transactions. The Lancaster City Council last approved an IRP in October 2022. The CPUC 2 4

subsequently consolidated its planning cycle and did not require individual load-serving entity filings until 2026. The 2026 IRP now before the City Council is the current required biennial update.
California Choice Energy Authority and its energy procurement consultant prepared the 2026 IRP in accordance with CPUC requirements. The filing includes a Narrative Template, Resource Data Template (RDT), and Clean System Power (CSP) Calculator. Consistent with 2026 filing requirements, the IRP identifies LE’s Preferred Conforming Portfolio — a supply plan demonstrating LE’s proportional share of California’s statewide greenhouse gas reduction target of 8 million metric tons by 2045. A complete copy of the IRP Narrative is on file in the Finance Department and will be posted to the Lancaster Energy website. The RDT and CSP Calculator are filed with the CPUC under protective order.
Pending City Council’s approval, LE’s IRP will be submitted to the CPUC by the due date of August 10, 2026.
