Background:
The federal Opportunity Zone 2.0 Program is designed to encourage private investment in eligible communities through federal tax incentives. As part of the program, the State of California is accepting nominations for eligible census tracts to be considered for Opportunity Zone designation.
The State of California identified eighteen eligible census tracts within the City of Lancaster that may be nominated for designation under the federal Opportunity Zone 2.0 Program. Following a review of all eligible tracts, staff evaluated each based on local economic development priorities, redevelopment potential, infrastructure investments, and the ability to attract future private investment. After reviewing the program criteria and local economic development priorities, 2 4

Staff identified four eligible census tracts that are well positioned to support future investment and redevelopment opportunities.
Staff recommends nominating the following census tracts:
Census Tract 9007.04
Census Tract 9007.03
Census Tract 9009.01
Census Tract 9013
Submitting these nominations allows the City to compete for Opportunity Zone designation and positions Lancaster to attract future private investment.
Adoption of the proposed resolution does not guarantee designation, commit the City to any financial incentives or expenditures, or approve any future development projects. Any future projects would remain subject to the City's standard review and approval processes.
