With the passage of Proposition 64 in 2016, The Control, Regulate, and Tax Adult Use Marijuana Act (AUMA), California voters mandated the state to set aside funding for the California Highway Patrol to provide grants to local governments and Qualified Nonprofit Organizations for the education, prevention, and enforcement of impaired driving laws pursuant to Section 34019 (f)(3)(B) Revenue and Taxation Code (RTC).
The Cannabis Tax Fund Grant Program marks an important step toward reducing impaired driving crashes, increasing public awareness surrounding the dangers of impaired driving, and making California’s roadways a safer place to travel.
Law Enforcement grants provide financial assistance to allied agencies for the education, prevention, and the enforcement of laws related to driving under the influence of alcohol and other drugs, including cannabis and cannabis products.
The intent of the program is to educate the public regarding the dangers of impaired driving, enforce impaired driving laws on the roadway, and improve the Organization/Agency’s effectiveness through training and development of new strategies.
Grant funds will be used for training, education, prevention, and enforcement of traffic laws related to driving under the influence of alcohol and other drugs, including cannabis and cannabis products.
Specific law enforcement projects funded by this grant will include:
1. General prevention education and community outreach designed to educate the public about the dangers of impaired driving.
2. Drug Evaluation and Classification (DEC) courses and other trainings to help increase the knowledge of law enforcement personnel in detecting and removing impaired drivers from the roadway.
3. Increased driving under the influence (DUI)/driving under the influence of drugs (DUID) enforcement efforts through DUI/DUID Saturation Patrols and DUI/DUID Checkpoints.
Lancaster Police Department was awarded the grant in FY 25/26.
FY 25/26 Accomplishments:
1. Conducted DUI/DUID checkpoints and saturation patrols throughout the grant year resulting in 8 DUI/DUID arrests.
2. Delivered educational presentations and a Drive Sober Pledge campaign to Lancaster youth, along with ongoing social media outreach in coordination with the Public Information Officer.
3. Sent officers to SFST and ARIDE training to expand impairment detection capacity.
4. Deployed the DUI/DUID enforcement trailer, message boards, and breathalyzer devices in support of checkpoint and patrol operations.
5. Completed installation of 20 traffic signal cabinet wraps citywide to reinforce public impaired-driving awareness.
