A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
LANCASTER FURTHER EXPANDING THE “SHOP. DRIVE.
EARN.” ECONOMIC INCENTIVE PROGRAM TO INCLUDE
A FUEL REBATE COMPONENT.
WHEREAS, on April 8, 2025, the City Council approved Resolution No. 25-15, which established and authorized the appropriation of funds for the “Shop. Drive. Earn.” economic incentive program (“Incentive Program”); and
WHEREAS, as established by Resolution No. 25-15, any individual who makes a valid purchase or lease of a new or used vehicle at a participating dealership that sells both new and used vehicles in the City of Lancaster (“City”) will be eligible to participate in the Incentive Program; and
WHEREAS, on August 12, 2025, the City Council adopted Resolution No. 25-46, which expands the Program to include the valid purchase of a new camper at a participating dealership within the City; and
WHEREAS, the City Council now desires to further expand the Program by adding a fuel rebate component through which eligible, verified Lancaster residents may receive a rebate value for qualifying fuel purchases made at participating fuel retailers located within the City.
THEREFORE, THE CITY COUNCIL OF THE CITY OF LANCASTER DOES HEREBY RESOLVE AS FOLLOWS:
Section 1. The City Council hereby finds and determines that the foregoing recitals are true and correct. The recitals are hereby incorporated into the operative provisions of this Resolution by this reference.
Section 2. The “Shop. Drive. Earn.” Economic Incentive Program established by Resolution No. 25-15 and expanded by Resolution No. 25-46 is hereby further expanded to include a fuel rebate component. Under the fuel rebate component, eligible, verified Lancaster residents may receive a rebate value for qualifying fuel purchases made at participating fuel retailers located within the City, subject to program guidelines and the availability of funds.
Section 3. Resolution No. 25-15 shall remain in full force and effect, as expanded by Resolution No. 25-46 and this Resolution.
Section 4. The City Clerk shall certify to the passage and adoption of this resolution.
