Subject: License Agreement with Antelope Valley Soccer, LLC for Off-Site Event Parking Recommendations:
1. Authorize the City Manager, or his designee, in concurrence with the City Attorney, to finalize, negotiate, and execute a License Agreement with Antelope Valley Soccer, LLC, for the temporary use of City-owned property located near the Lancaster Municipal Stadium for event parking during the 2026 soccer season.
Fiscal Impact:
The City will receive twenty-five percent (25%) of the parking revenue generated from the property during the term of the agreement. Antelope Valley Soccer, LLC will be responsible for all maintenance, grading, insurance, and operating costs associated with the parking area.
Background:
During the 2025 soccer season, the City entered into a License Agreement with Antelope Valley Soccer, LLC to allow the use of City-owned property, Assessor’s Parcel Numbers: 3153-015-958, 3153-015-959, 3153-067-913, 3153-067-914, and 3153-067-915, for overflow parking during home soccer matches. The agreement expired at the end of the 2025 season.
Antelope Valley Soccer, LLC has requested to continue using the property for the 2026 season.
The proposed agreement grants an exclusive license to Antelope Valley Soccer, LLC to utilize the property for event parking through the end of the 2026 soccer season.
Nearby property owners have been negatively impacted by the need for additional parking during AV ALTA games. This agreement helps to provide parking solutions while generating nominal revenue for the City.
