Subject: Shop. Drive. Fuel. Earn. Rebate Program
Recommendations:
1. Adopt Resolution No.___ approving the Shop. Drive. Fuel. Earn. rebate program as an expansion of the City’s existing Shop.Drive.Earn. program.
2. Authorize the City Manager, or his designee, to implement the program, establish program guidelines, and administer rebate distribution through the City’s existing Open Rewards platform.
Fiscal Impact:
No additional funds are being allocated for the Shop. Drive. Fuel. Earn. rebate program. The fuel component will utilize existing funds previously allocated for the Shop. Drive. Earn. program.
Verified Lancaster residents will be eligible to receive $50 through the Open Rewards platform for fuel purchases at participating Lancaster gas stations, while funds remain.
Background:
The City of Lancaster continues to seek opportunities to support residents while strengthening the local economy. The City currently administers the Shop. Drive. Earn. program through the Open Rewards platform to encourage local spending and support participating Lancaster businesses.
The proposed Shop. Drive. Fuel. Earn. rebate program expands upon the existing Shop. Drive.
Earn. program by adding a fuel component. Through this expansion, verified Lancaster residents will be eligible to receive a $50 rebate for qualifying fuel purchases made at participating gas stations located within the City of Lancaster.

The proposed program provides a dual benefit. It offers meaningful relief to Lancaster residents who are impacted by the cost of commuting, while also keeping fuel purchases local and supporting Lancaster gas stations. By directing rebate activity to participating businesses within the City, the program helps circulate dollars locally, supports business activity, and reinforces the City’s continued commitment to residents and the local economy.
