Fiscal Impact:
$717,596.82. The adopted budget for the current fiscal year 2026-2027 in account 111-44000- 5314 is $717,596.82.

Background:

Cooperative purchasing provides the City with access to competitively solicited and publicly awarded contracts, reducing administrative costs while ensuring compliance with public procurement requirements. Utilizing multiple cooperative purchasing contracts allows staff to compare market pricing at the time of purchase, secure the most advantageous pricing available, and maintain uninterrupted fuel delivery for City operations should supply constraints, market fluctuations, or vendor availability occur.

Utilizing two cooperative purchasing contracts allows the City to have multiple options for availability at the time of purchase maintaining an uninterrupted fuel supply for City operations. 2 4

Staff proposes utilizing the following cooperative purchasing contracts for the purchase and delivery of automotive fuel:
Mansfield Oil Company of Gainesville, Inc – Contract No. 159331 through OMNIA Partners, with a current contract term of May 1, 2025 through April 30, 2028. TACenergy, LLC – Contract No. 121522-TAC through Sourcewell, with a current contract term through February 10, 2027.

These competitively awarded cooperative purchasing contracts are currently active, with Mansfield Oil Company of Gainesville, Inc.'s contract effective through April 30, 2028, and TACenergy, LLC's contract effective through February 10, 2027, with an option for a one-year extension by Sourcewell. These contracts provide the City with the flexibility to procure fuel based on real-time market pricing, vendor availability, and operational needs throughout Fiscal Year 2026-2027. Utilizing multiple cooperative agreements also reduces the risk of supply interruptions by allowing staff to obtain fuel from either awarded vendor, ensuring continuity of essential City operations.
