G.C. Section 84308: No
Fiscal Impact:
$40,170.02, including a 10% construction contract contingency, bringing the total contract cost, including approved contingency, from $5,102,382.00 to $5,142,552.02. Sufficient funds are available in Capital Improvement Budget project string CP11FW005.CONST, GL Accounts 10149900.8000.

Background:

On October 22, 2024, the City Council awarded PWCP No. 21-023 for the Phase 2 Landscape Restoration Program to Marina Landscape, Inc. of Orange California in the amount of $4,251,985.00, plus a 20% construction contract contingency.

This project replaces landscaping and irrigation systems along the Sierra Highway Bike Path from Avenue J to Avenue M and is Phase 2 in the Landscape Restoration Program. The Landscape Restoration Program was initiated by the Parks, Arts, Recreation & Community Services (PARCS) Department and the City Manager’s Office, and continues with the Community Development Department. It aims to create a cohesive look for landscaping throughout the City. 2 4

Change Orders 1-7 have exhausted the construction contract contingency, and an increase in the construction contract is necessary to fund change orders 8-12. These change orders include extra work performed by the contractor, largely associated with the Southern California Regional Rail Authority (SCRRA) railroad flagging requirements.

Funding for this increase was appropriated to the project as part of the Mid-Year Budget adjustments approved by the City Council on February 24, 2026.
