Fiscal Impact:

There is no fiscal impact to the General Fund. The City has been awarded $158,808 in funding through the Tech Cy Pres Fund. No matching funds or in-kind contributions are required.

Background:

The City of Lancaster applied for funding through the Tech Cy Pres Fund, a grant program established through class action settlement funds to support projects that expand access to technology and reduce the digital divide by improving public access to computing resources and digital services. The program provides funding for technology initiatives that benefit underserved communities through enhanced access to modern technology and digital literacy opportunities.

The City has been awarded $158,808 to enhance public technology resources by modernizing computer equipment, expanding wireless connectivity, and improving technology infrastructure that supports educational programming, workforce development, digital literacy, and public access to technology. These improvements will expand equitable access to technology for Lancaster residents by providing modern computing devices, internet connectivity, and digital learning 2 4

opportunities for individuals who may not otherwise have access to these resources while also helping to bridge the digital divide within the community.

Specifically, grant funding will be used to:
Replace outdated desktop computers in the Lancaster Community Center computer lab with new Windows 11-compatible Dell All-in-One desktop computers. Establishing a new mobile computer lab at the Museum Education Center utilizing Dell Pro Laptops and a secure charging and storage cart.
Installing Cisco Meraki wireless networking infrastructure to support the mobile computer lab and extend the City’s free public Wi-Fi service throughout the Midtown Education Center campus.

These investments will significantly expand access to technology for Lancaster residents by providing reliable computing resources, internet connectivity, and digital literacy opportunities.

The project will support workforce development, online education, access to government services, and community-based technology training while increasing the City’s capacity to deliver technology-enabled programs and services.

Acceptance of this grant will allow the City to enhance community technology resources and improve public access to digital services without requiring General Fund expenditures.
