Background:

In March 2019, the City of Lancaster entered into a funding agreement with the Los Angeles County Metropolitan Transportation Authority (LACMTA) to construct the Lancaster Health District Project, which includes improvements that will improve service to the region that serves the Antelope Valley Hospital.

In April 2022, the Lancaster Health District Project was split into multiple phases to better accommodate current developments in the area and position the City for strategic partnerships with Developers in the future.

In October 2022, the City of Lancaster awarded the construction bid of Lancaster Health District – Phase 1 to Nationwide Contracting Services, Inc. of Fountain Valley, which included approximately 3,650 feet of sewer pipeline, 2,000 feet of storm drain, 55,000 square feet of temporary construction access pavement, and the associated intersection improvements. Phase 1 improvements were funded by the LACMTA grant and exhausted all available grant funds.

In January 2026, the City of Lancaster awarded the construction bid of Lancaster Health District – Phase 2, to Toro Enterprises, Inc., of Oxnard, CA, for the improvements to 18th Street West between Avenue J and Avenue J-8. Lancaster Health District Phase 2 will include 1.75 miles of new complete streets within the City of Lancaster near the Antelope Valley Hospital, in an area bounded by Avenue J to the north, 20th Street West to the west, 15th Street West to the east, and Avenue J-8 to the south. Phase 2 improvements were funded by Prop C funding.

Lancaster Health District Phase 3 will include roadway and utility improvements along Avenue J-4 between 20th Street West and 18th Street West. The project will also include median improvements on 20th Street West, along with sidewalk repairs and Americans with Disabilities Act (ADA) accessibility upgrades. In addition, Phase 3 will construct a new roundabout along 18th Street West to enhance traffic flow and safety. The majority of the improvements will be concentrated along the quarter-mile stretch of Avenue J-4 between 20th Street West and 18th Street West.

Per Section 2.2 of the Existing Community Workforce Agreement (CWA), this project is subject to the CWA by and between the City of Lancaster and Los Angeles/Orange Counties Building and Construction Trades Council, and the Signatory Craft Councils and Unions. The contract documents were prepared, and the project was advertised accordingly.
