SCOPE OF WORK

11.0 KICK-OFFF ANDD PROJECTT DESCRIPTION

1.1 Kick-Off Meeting
The work program will be initiated with a virtual kick-off meeting with City staff to discuss the project features in greater detail. This initial meeting is vi tal to the success of the process and will be a key milestone in order to confirm the work program, scheduling, and overall communications. Prior to the kick-off, Michael Baker will distribute a kick-off meeting agenda and detailed memorandum, which will identify information needs.

1.2 Research and Investigation
Michael Baker will obtain and review available referenced data for the project area, including policy documentation from the City of Lancaster, County of Los Angeles, State and federal agencies, the Southern California Association of Governments (SCAG), and other agencies which may be affected by the project. This information, along with environment al data and information available from the City and County, will become part of the foundation of the environmental documentation and will be reviewed and incorporated into the analysis, as deemed appropriate.

1.3 Draft Project Description
A preliminary draft project description will be prepared that details the project location, proposed project characteristics, and permits and approvals that are required based on available information from the City.

The project description will include a summary of th e project’s local environmental setting. Exhibits depicting the regional and site vicinity will also be included in this section. Michael Baker will submit the draft project description to the City for review and approval. We assume that no modifications to the project description will occur after approval by the City.

2.00 TECHNICALL STUDIES
The following technical studies will support the environmental documents for the proposed project. All studies will be prepared in accordance with CEQA and NEPA requirements, including the CEQA Guidelines and National Park Service (NPS) NEPA Handbook.

2.1 Biological Resources Letter Report
Michael Baker will prepare a Biological Resources Letter Report that will discuss the existing biological resources on-site and evaluate the potential for vario us special-status plants, wildlife, and vegetation communities to occur within the Biological Study Area (BSA; project site, plus a 300-foot buffer). Prior to conducting field work, Michael Baker will review prev iously-documented biological information for the project site, including database records provided by the U.S. Fish and Wildlife Service (USFWS) Information for Planning and Consultation (IPaC) onli ne system and Critical Habitat mapper, California Department of Fish and Wildlife (CDFW) California Natural Diversity Database (CNDDB) RareFind 5, and

California Native Plant Society (CNPS) Online Inventor y of Rare and Endangered Plants for special-status species and vegetation communities known to occur in the area. Other resources to be reviewed include, but are not limited to, topographic mapping, aerial photography, the USFWS National Wetlands Inventory, and the U.S. Department of Agriculture’s Soil Survey. These sources will allow Michael Baker biologists to focus field efforts on determining th e potential for various specials-sta tus biological resources to occur within the vicinity of the BSA. The results of the records searches will be provided in a table.

Following the literature and database review, the BSA will be surveyed to document existing conditions, including notes taken on flora and fauna, mapping of vegetation communities/land uses, and habitat suitability assessments to determine their potential to support special-status biological resources.

Upon obtaining the baseline information, a Biological Resource Letter Report will be prepared that will include a discussion of impacts to biological re sources, and if needed, recommendations to confirm impacts are less than significant. The report will be sufficient to make the appropriate impact determinations to support preparation of a Catego rical Exemption pursuant to CEQA and Categorical Exclusion pursuant to NEPA.

A Draft and Final Biological Resources Letter Report will be submitted electronically in Microsoft Word and PDF formats.

Assumptions & Exclusions:
x This task includes time for two (2) biologists to conduct one (1) site visit. x This task includes time to respond to one (1) roun d of comments by the City before approved as final.
x Focused surveys for listed or other special-status species or a formal jurisdictional delineation of aquatic features are not anticipated for this proj ect. In the unlikely event such studies may be needed, Michael Baker will immediately notify the City, and a separate scope and cost for such services can be provided.

2.2 Cultural Resources Memo Report
Michael Baker will complete the cultural resources identification and evaluation study required to address the requirements of CEQA and Section 106 of the National Historic Preservation Act (NHPA). All work will be supervised by an archaeologist who meets the Secr etary of the Interior’s Standards for Archaeology.

Michael Baker International will:
x Delineate the area of potential effects (APE);
x Conduct a records search with the South Central Coastal Information Center with a 0.5-mile search radius to identify previous cultural resources reports and records of the APE and surrounding area;
x Conduct a literature and historic map review to identify cultural resources within the APE; x Request a search of the Sacred Lands File from the Native American Heritage Commission (NAHC); x In accordance with Section 106 consultation under NEPA, Michael Baker will draft tribal consultation letters, to be sent under City letterhead, to tribes identified in the NAHC search. We will maintain a consultation log of correspondenc e. At the end of two weeks, Michael Baker will send any tribes who have not responded to the letter a follow-up email. If tribes request

consultation, we assume the City will conduct the government-to-government consultation. This scope does not include attendance at consultation meetings. x Conduct an archaeological survey of the APE.
x Complete an effects analysis to determine if the project may adversely affect a historic property. x Draft an Office of Historic Preservation (OHP) consultation letter describing the cultural resources identification efforts and finding of effect.

The intent of the above-mentioned historic property identification efforts is to determine if there are historic properties, as defined by 36 CFR 800.16(1), or historical resources with in the area of potential effects. Because the existing building dates to 1985, it is too young to require evaluation, therefore, no built environment study is necessary. The findings of th e historic property identification efforts will be summarized in a Phase 1 Cultural Resources Memo Report.

Overall, Michael Baker will complete a Phase 1 Cultural Resources Memo Report describing methods and results of the cultural resources identification effort s described above. Further, we will draft an OHP consultation letter describing the cultural resources identification efforts and finding of effect. The letters can be submitted by the City to the OHP to receive concurrence on the National Register evaluation and finding of effect.

Assumptions & Exclusions:
x This scope assumes two (2) archaeologists will survey the 120-acre preserve in two (2) days. x This scope of work assumes that there are no archaeological resources within the project site that require evaluation of the California Register of Hi storical Resources or the National Register of Historic Places, and therefore that the findings will result in a simple Finding of No Adverse Effect. x If resources are identified within the APE, additional studies may be recommended to be executed under a separate scope.

33..00 CEQAA CATEGORICALL EXEMPTION

3.1 Draft CEQA CE Memorandum
According to CEQA Guidelines Section 15300, Categorical Exemptions , various classes of projects have been determined to not have a significant effect on the environment and thus, would be exempt from the provisions of CEQA. The project proposes restoration activities (removing invasive species and replanting natives) and renovations/improvements to the Elyze C lifford Interpretive Center with negligible or no expansion of uses. It is anticipate d that the project would meet the conditions for a Class 1 (Existing Facilities), Class 2 (Replacement or Reconstruction), Class 3 (New Construction or Conversion of Small Structures), and/or Class 11 (Accessory Structures) categorical exemption under the CEQA Guidelines.

Michael Baker will prepare a Draft CEQA CE Memorandumthat provides a project description, justification for use of the aforementioned categorical exemption classes, and a discussion as to why the project does not trigger any of the CEQA exceptions that would preclude the use of an exemption.

3.2 Final CEQA CE Memorandum
Michael Baker will respond to one consolidated set of City comments on the Draft CEQA CE Memorandum.

The revised memorandum will be provided in track changes to assist with City review of the document.

Once approved, Michael Baker will finalize the CEQA CE Memorandum.

Michael Baker assumes the City will prepare and file the CEQA Notice of Exemption with the County Clerk and State Clearinghouse upon project approval.

44..00 NEPAA CATEGORICALL EXCLUSION

4.1 Draft NEPA CatEx Memorandum
The City is applying for federal grants to fund the proposed project through the Land and Water Conservation Fund and Outdoor Recreation Legacy Partnership administered by the NPS. Under NEPA, the NPS may apply a categorical exclus ion to categories of actions that normally do not individually or cumulatively have a significant effect on the human environment and therefore are excluded from further NEPA provisions.

Based on our understanding of the proposed project, it is anticipated that the project would qualify for one or more applicable NPS categorical exclusions . Applicable categorical exclusions may include categories related to minor rehabilitation or improvement of existing facilities, installation or replacement of small structures or site features, and resource management or restoration actions.

Michael Baker will prepare a Draft NEPA CatEx Memorandum for City review. Specifically, the memorandum will follow the format of the NPS Categorical Exclusion Documentation Form and Environmental Screening Form. The memorandum will include a project description, identification of the applicable NPS categorical exclusion(s), justification for use of the identified exclusion(s), and a discussion of extraordinary circumstances that could preclude use of a categorical exclusion under NEPA. Findings from the biological and cultural technical studies would be integrated into the memorandum to substantiate our conclusions.

4.2 Final NEPA CatEx Memorandum
Michael Baker will respond to one consolidated set of City comments on the Draft NEPA CatEx Memorandum. The revised memorandum will be provided in track changes to assist with City review of the document. Once approved, Michael Baker will finalize the NEPA CatEx Memorandum.

5.00 MANAGEMENTT ANDD COORDINATION

5.1 Project Management
Ms. Frances Yau will serve as Project Manager and will be responsible for implementation of all key project management tasks, including overall management and supervision of the project team and ongoing consultation with the City staff. Ms. Yau will undertake consultation and coordination of the project and

review the IS/MND for compliance with CEQA requir ements and guidelines and City CEQA procedures.

Mr. Alan Ashimine will serve as Principal-in-Charg e and provide quality assurance/quality control review for all deliverables. It is Michael Baker’s goal to serve as an extension of City staff throughout duration of the project.

5.2 Meetings
Ms. Yau and/or Mr. Ashimine will conduct the virtual Kick-Off Meeting and up to three (3) virtual ad-hoc meetings, as necessary. Should the Ci ty determine that additi onal meetings are necessary, services will be provided under a separate scope of work on a time and materials basis.

DDELIVERABLES
The listed deliverables will be provided electronica lly in Word and PDF. If requested, Michael Baker can also provide a cost, per document, for hardcopies and can provide billing on a time and materials basis.

SCHEDULE
A date-specific schedule will be provided within one week of the Kick-Off Meeting. This schedule assumes ongoing coordination with the project team throug hout the project's duration and that all project information is complete and available prior to or at the time of the Kick-Off Meeting.

The schedule assumes both CEQA and NEPA document ation would be required for the proposed project and thus, provides a more conservative schedule that takes into account NPS review and approval of the NEPA CatEx Memo. Should only CEQA clearance be re quired (i.e., no federal funding), the schedule can be expedited.
