AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF
LANCASTER, CALIFORNIA, APPROVING ZONE CHANGE
NO. 26-001 TO CHANGE THE ZONING TO SPECIFIC PLAN
(SP) OF APPROXIMATELY 323 ACRES GENERALLY
BOUNDED BY AVENUE I, DIVISION STREET, AVENUE J,
AND FERN AVENUE, AND BISECTED BY SIERRA
HIGHWAY, AND APPROVING ZONE TEXT AMENDMENT
NO. 26 -001 TO REMOVE REFERENCES TO THE MU -TOD
ZONING AND TOD ZONES PLAN WITHIN TITLE 17 OF THE
LANCASTER MUNICIPAL CODE
WHEREAS, the City of Lancaster (“Applicant”) proposes to establish the Sierra Gateway Neighborhood Plan (SGNP), to provide direction for future development within the plan area over on approximately +323 acres generally bounded by Avenue I, Division Street, Avenue J, Fern Avenue, and bisected by Sierra Highway; and
WHEREAS, pursuant to Section 3.c. of City Council Resolution No. 93-07, the Applicant initiated an application for General Plan Amendment (GPA) No. 26-001 to change the General Plan land use designation for the subject property to Specific Plan (SP); and
WHEREAS, pursuant to Section 17.24.040 of the Lancaster Municipal Code (“LMC”), the Applicant has initiated an application for Zone Change (ZC) No. 26-001 to change the zoning designation of the subject property to Specific Plan (SP); and
WHEREAS, the City of Lancaster has prepared the Sierra Gateway Neighborhood Plan under SP No. 26-001 for the subject properties in order to implement the SP zoning and provide design guidelines and development standards; and
WHEREAS, upon adoption of the Sierra Gateway Neighborhood Plan, the Transit-Oriented Development Zones plan will no longer be in effect; and
WHEREAS, the City Council has considered the proposed Zone Text Amendment (ZTA) No. 26-001 to remove references to the MU-TOD zoning and TOD Zones Plan within Title 17 of the Lancaster Municipal Code (LMC); and
WHEREAS, staff has performed necessary investigations, prepared a written report, and recommended approval of GPA No. 26-001, ZC No. 26-001, ZTA No. 26-001, and SP No. 26-001; and
WHEREAS, on July 20, 2026, the City’s Planning Commission held a public hearing on this item, notice of which was published and provided as required by law, and adopted Resolution No. 26- 08 (the “Planning Commission Recommendation”), recommending to the City Council approval of GPA No. 26-001, ZC No. 26-001, ZTA No. 26-001, and SP No. 26-001; and
WHEREAS, pursuant to the California Environmental Quality Act (Public Resources Code §21000 et seq.) and the State CEQA Guidelines (California Code of Regulations, Title 14, §15000 eq Ordinance No.
seq.) (“CEQA”), staff determined that the project is statutorily exempt from further environmental review under Public Resources Code Section 21080.085; and
WHEREAS, public notice was published and given as required by law, and a public hearing was held on August 25, 2026, before the City Council; and
WHEREAS, the City Council desires to approve and adopt GPA No. 26-001, ZC No. 26-001, ZTA No. 26-001, and SP No. 26-001;
THE CITY COUNCIL OF THE CITY OF LANCASTER, CALIFORNIA, DOES HEREBY ORDAIN, AS FOLLOWS:
Section 1. That foregoing Recitals are true, correct and a substantive part of this Ordinance.
Section 2. That the City Council hereby adopts the following Zone Change findings, pursuant to Section 17.24.120 of the LMC, in support of approval of this application:
a. That modified conditions warrant a revision in the zoning plan as it pertains to the area or district under consideration.
b. That a need for the proposed zone classification exists within such area or district.
c. That the particular property under consideration is a proper location for said zone classification within such area or district.
d. That placement of the proposed zone at such location will be in the interest of public health, safety and welfare and in conformity with good zoning practice.
Section 3. The City Council hereby approves ZC No. 26 -001 to rezone the subject properties to SP.
Section 4. The City Council hereby approves ZTA No. 26-001 to remove references to the MU-TOD zoning and TOD Zones Plan within Title 17 of the LMC.
Section 5. Any ordinance previously adopted by the City Council shall be and hereby is repealed if and to the extent inconsistent with this Ordinance , provided, however, that each such ordinance shall otherwise remain in full force and effect.
Section 6. If any section, subsection, sentence, clause, phrase or portion of this Ordinance is held for any reason to be invalid or unconstitutional by the decision of any court of competent jurisdiction, such decision shall not affect the validity of the remaining portions of this Ordinance.
The City Council hereby declares that it would have adopted this Ordinance , and each section, subsection, sentence, clause, phrase or portion thereof, irrespective of the fact that any one or more sections, subsections, sentences, clauses, phrases or portions be declared invalid or unconstitutional.

Section 7. The Mayor shall sign and the City Clerk shall certify to the passage and adoption of this Ordinance , and shall cause the same to be published and posted pursuant to the provisions of law in that regard, and this Ordinance shall take effect 30 days after adoption.
