Subject: Harris & Associates Professional Services Agreement – Amendment No. 2 Recommendation:
Approve Amendment No. 2 to the Professional Services Agreement with Harris & Associates for Special District Re-Engineering and Proposition 218 services in the amount of $42,000, increasing the total contract amount to $178,500. Authorize the City Manager, or his designee, to finalize and execute all documents related to the Agreement.

Fiscal Impact:
Amendment No. 2 has a total contract amount not to exceed $178,500. Sufficient funds are available in 10120000.5710.
Background:
In May 2025, the City entered into an agreement with Harris & Associates to provide special district re-engineering and Proposition 218 balloting services. In January 2026, the City Council approved Amendment No. 1 to expand the scope of work to include additional analysis associated with the Sewer Maintenance District methodology and parcel data.
As the re-engineering and Proposition 218 process progressed, additional work became necessary beyond the originally authorized scope. Most significantly, the City requested that Harris complete a comprehensive Drainage District Parcel Audit, requiring detailed review and analysis of parcel information, coordination with City staff, and preparation of supporting documentation.

The City also requested expanded Community Outreach Support, which was identified as an optional service in the original proposal but was not included in the authorized scope. Due to the significant level of public engagement associated with the Proposition 218 process, Harris has provided extensive assistance responding to property-owner inquiries, reviewing parcel-specific questions, returning phone calls, preparing information for public presentations, and coordinating with City staff to ensure timely and accurate responses to community concerns.
