None.
Background:
The Sierra Gateway Neighborhood Plan is a Specific Plan that would provide direction for future development within the plan area. The Specific Plan is intended to replace the existing TransitOriented Development (TOD) Zones plan, which was a form-based plan interpreting the previous Mixed-Use zoning designation, and to adopt a new Specific Plan to allow for more flexible land uses, simplified zoning, streamlined development standards, design guidelines, public realm improvements, and implementation strategies. The intent of this plan is to support walkable, mixed-use, development patterns that will create new opportunities for housing development near the Lancaster Metrolink Station and promote additional opportunities for jobs and a mix of commercial uses. There is no construction associated with the proposed specific plan, and future development would be subject to separate approval. Existing legal non- conforming uses within the plan area would not be removed as part of this proposal.
At the Lancaster City Council meeting held on August 25, 2026, the City Council approved the introduction of Ordinance No. 1155, changing the zoning designation to be zoned Specific Plan (SP), known as Zone Change No. 26-001, and making associated updates to Title 17 of the City of Lancaster Municipal Code, known as Zone Text Amendment No. 26-001, by the following vote: 4-0-0-1; AYES: Castellanos, Mann, Hughes-Leslie, Parris: NOES: None: ABSTAIN:
None; ABSENT: White.
Staff recommends the City Council approve the adoption and second reading of Ordinance No. 1155.
