Background:
The Midtown Recreation Center, located at 2340 W. Ave J-8, Lancaster, CA 93536, is a significant and strategic new acquisition for the Parks, Arts, Recreation, and Community Services (PARCS) department. This facility is poised to become a vital hub for community engagement, featuring a full- size indoor gymnasium, multiple dedicated classrooms, and a spacious outdoor turf area. Its neighborhood-adjacent location will enable PARCS to dramatically expand its recreational programming and better serve the needs of our residents. 1 3

Before the Center can be opened for public programming, critical repairs must be addressed to the existing electrical wiring to alleviate any safety barriers and comply with building codes. The current condition of the electrical wiring necessitates these improvements to comply with building codes and preserve the City’s investment.
The scope of work focuses on these core improvements:
1. Disconnection and removal of all NM cable (Romex) serving light fixtures, switches, and outlets
2. Installation of new MC cable, flexible metal conduit, fittings, supports, and associated wiring to reconnect the existing light fixtures throughout the building
3. Installation of new labels for existing electrical panels and breaker schedule
4. Installation of 4S steel junction boxes as required including the interception/reconnection of the existing wiring to accommodate the new installation
5. Installation of ceiling independent support wires for the MC cable With these essential improvements, the existing electrical wiring will comply with building codes and allow for the safe and effective operation of the Midtown Recreation Center, enabling us to begin programming and serving the growing community’s recreational needs.
Staff recommends utilizing Sourcewell cooperative purchasing agreement for the Midtown Recreation Center Improvements through Sourcewell. Consistent with City purchasing policies, this strategy ensures competitive pricing without initiating a separate, lengthy bid process. Sourcewell is a national cooperative that provides pre-vetted public contracts for government agencies. This approach will significantly shorten the procurement timeline, enabling the City to begin the work sooner and open the facility to the community quickly.
