Background:

Beginning in 2026, the City of Lancaster transitioned the routine maintenance and repair of its traffic signal and streetlight infrastructure to an in-house crew, supporting the City’s commitment to safety, efficiency, and reliability. City staff provide routine inspections, preventive maintenance, and standard repairs for 154 signalized intersections and more than 20,000 lighting assets, including LED streetlights, safety lights, and parking lot lighting.

The City will continue to utilize an on-call contractor for emergency response, specialized repairs, and services that cannot be performed by the in-house crew due to equipment, staffing, technical, or operational limitations. These on-call services will supplement City operations and help ensure the continued and reliable operation of these critical systems.

On July 1, 2026, the City of Lancaster advertised a Request for Proposals (RFP) through PlanetBids for On-Call Traffic Operations, Electrical and Data Services for an initial one-year contract term, with the option to extend the agreement for up to four additional one-year periods.

One proposal was received from Taft Electric Company. A committee comprised of four Maintenance Services Division staff members, all subject matter experts, reviewed and evaluated the proposal based on the criteria outlined in the RFP:
• Contractor Qualifications and Experience on Similar Projects – 20% • References – 10%
• Staff, Equipment, and Facilities – 15%
• SB1383 Fuel Goals – 5%
• Contractor Locations and Response Times - 20%
• Cost of Materials and Services Provided, and Discounts Offered – 30%

Following the evaluation process, the committee determined that Taft Electric Company submitted a responsive proposal, demonstrated the qualifications and experience necessary to perform the requested services, and offered the best overall value to the City.

Taft Electric Company is a Ventura, California, based electrical contractor founded in 1946.
