RE: CSSI licenses and SI connection to LA RICS for 3 3rd party consoles Dear Mr. Haggard,
Motorola Solutions, Inc (Motorola Solutions) appreciates the opportunity to provide the City of Lancaster a Console Subsystem Interface (CSSI) license enabling the connection of third-party consoles, P25-compliant console subsystems to a Motorola ASTRO® 25 system. Motorola Solutions' project team has taken great care to propose a solution to address your operational objectives.
Motorola Solutions’ proposal is subject to the terms and conditions of the LARICS Agreement No. 007, its Amendments, and applicable Addenda. Pricing will remain valid for 60 days from the date of this proposal. City of Lancaster may accept this proposal by issuing to Motorola a signed purchase order specifically referencing “PO is subject to Motorola’s proposal dated September 11, 2026, and the terms and conditions of LARICS Agreement No. 007.” Any questions City of Lancaster has regarding this proposal can be directed to Jeff Ashton, at 954-605-3762, [email protected].
Sincerely,
Jim Hardimon

Solution Summary
Motorola has prepared this proposal to provide the City of Lancaster with licensing and services to enable the City to connect three (3) Non-Motorola consoles to the LA-RICS ASTRO 25 System. CSSI licensing is included to support the CSSI interface, which is used to connect a 3rd party console to an ASTRO 25 system. The CSSI license (connection) supports the console activity coming through individual 3rd party console links and is based on the number of operator positions. The CSSI licenses are a one-time purchase and no annual subscription licensing is required. The City is responsible for working with LA-RICS to provide the backhaul and routing connectivity required to connect between the dispatch site and the ASTRO 25 System Core.
The diagram below shows at a high level the system connectivity between the LA-RICS P25 network core and the City’s 3rd Party console system. There will be two firewalls supplied by Lancaster in order to complete the backhaul connection to the console system. The demarcation point in the diagram shows where Motorola’s backhaul responsibility ends. The test points are where Motorola will be performing backhaul link connectivity testing to verify the connectivity requirements are met.
CSSI Features and Functionality
The CSSI feature provides interconnectivity for P25 compatible consoles to interface with an ASTRO 25 system. The CSSI functionality allows the third-party P25 console system to connect to Motorola’s P25 ASTRO 25 systems based on the P25 ISSI standard. This is facilitated by the Back Existing

Intersystem Gateway (ISGW) present at the LA-RICS Core and will connect through a single Telephony ISSI/CSSI Firewall to the third-party console.
Not all Motorola ASTRO 25 System features and functions will be available to the Console system. The supported standards-based features and functions are listed below. Additional details will be provided during the design review of the project implementation.
The P25 features provided with CSSI include:
● Clear or Encrypted Group Call
● Push-to-Talk (PTT) ID Display
● Emergency Alarm
● Emergency Group Call
● Emergency Cancel
● Announcement Group Call
● Console Priority
In a system with both Motorola consoles and third-party CSSI consoles, a group call can include both Motorola and third-party consoles. A unit-to-unit call (also known as private call) is not supported between Motorola and third-party consoles. A call alert is not supported between Motorola and third-party consoles.
Connectivity
The link between the Lancaster Police Department’s dispatch center and LA-RICS ASTRO 25 System Core site is not included in this proposal. Motorola’s understanding is that Lancaster PD is currently procuring the backhaul link as a part of connecting their current dispatch consoles and it will be in place by the implementation of the CSSI licenses.
The following are the minimum backhaul requirements for the connection between Lancaster PD and LA-RICS:
● Bandwidth - Minimum 2 Mbps
● Link Latency - 40ms or less
● Jitter - 30ms or less
These requirements will accommodate up to 80 simultaneous voice paths for a non-encrypted backhaul link between the ASTRO 25 System Core and the console system. If the link is encrypted (IPSEC), these backhaul requirements will support up to 60 simultaneous voice paths.
