Fiscal Impact:

No impact on the General Fund. Expenditures will be reimbursed through the Regional Park and Open Space District Measure A Maintenance and Servicing (M&S) funds.

Summary:

Measure A is a Los Angeles County voter-approved special tax that authorizes dedicated local funding for parks, recreation, and open space projects. A portion of this funding, known as maintenance and servicing (M&S) funds, may be used to offset increased maintenance costs from Regional Park and Open Space District-funded projects.

The City of Lancaster receives an annual M&S allocation that may be used only for projects that previously received funding from RPOSD’s Proposition A or Measure A program. Per guidelines, the funds must supplement or enhance existing service levels.

Prop A/Measure A has funded improvements at Amargosa Creek, James C. Gilley Lancaster National Soccer Center, Jane Reynolds Park, Pierre Bain Park/Eastside Pool, Prime Desert Woodland Preserve, Rawley Duntley Park, and Sgt. Steve Owen Memorial Park. Fiscal year maintenance and service priority projects will include the Prime Desert Woodland Preserve Invasive Species Cleanup and Eastside Pool Restroom/Locker Room repairs. The City of Lancaster will complete these projects and request reimbursement for the estimated expenses of $1,000,000.

If approved, this budget will improve the aesthetics and condition of multiple parks, open spaces, and facilities cherished by the public, contributing to their health, well-being, and overall quality of life.
