STAFF REPORT
City of Lancaster
CC 15
10/13/2026
TN
Date: October 13, 2026
To: Mayor Parris and City Council Members
From: Rodrick Armalin, Chief of Police
Subject: Proposal for the purchase of CSSI licenses and integration Services from Motorola Solutions for the Lancaster Police Department Dispatch
Recommendation:

Approve the purchase of three Console Subsystem Interface (CSSI) operator position licenses and related systems integration services from Motorola Solutions, Inc., for the Lancaster Police Department connection to the Los Angeles Regional Interoperable Communications System (LARICS), in the amount of $229,422, plus applicable taxes; and authorize the City Manager, or designee, to issue the purchase order and execute related documents.

G.C. Section 84308: No
Fiscal Impact:
$229,422 as per the attached Motorola Solutions Quote #PS-000229952 to be paid from account 11218300.5361.

Background:

The Lancaster Police Department requires its dispatch console positions to communicate through the LA-RICS P25 radio system out to our portable and mobile radios. Currently communications are done over UHF and 700/800 radio frequencies using control station radios. This solution does not provide adequate redundancy or dispatcher radio system priority. To support the CSSI connection Lancaster will install two fiber communications links one from the Lancaster Police Station on Sierra Hwy in Lancaster to the LASD Palmdale station on Sierra Hwy in Palmdale and one from Lancaster City Hall to the Fire Command and Control Facility located on Eastern Ave in Los Angeles. The primary LA-RICS communications core is at the Fire Control and Command Facility, and the backup communications core is located at the Palmdale Sheriff’s station. This will provide superior redundancy for Dispatch console communications. The proposed purchase will be made through a piggyback procurement utilizing LA-RIC’s Agreement No.7 (attached).

This procurement method allows the City to obtain the required services/goods under the existing contract terms and pricing,
The September 11, 2026 Motorola Solutions proposal, PS-000229952, describes the interface to the LA-RICS ASTRO 25 system. The proposed CSSI licenses and integration services would connect the City’s InterTalk Dispatch console positions to the LA-RICS radio communications system core. This purchase covers the interface and integration work at the radio system; the City remains responsible for its console system and the network connection to LA-RICS. Motorola will load the licenses, configure the LA-RICS core components needed for the CSSI connection and test the City-provided links. The proposed interface supports group calls, emergency alarm and emergency group calls, push-to-talk identification, and dispatch console priority.
