NB 1
10/13/2026
TN
Date: October 13, 2026
To: Mayor Parris and City Council Members
From: Marissa Diaz, Director – Public Works
Subject: Amendment to the Lancaster Municipal Code Relating to the Establishment of the Roadway Maintenance and Traffic Safety Committee
Recommendation:
Introduce Ordinance No. , adding Chapter 2.34 of the Lancaster Municipal Code establishing the Roadway Maintenance and Traffic Safety Committee, a citizens’ advisory committee.
G.C. Section 84308: No
Fiscal Impact:
While the City may incur some slight additional cost associated with the implementation of the committee, it is expected to be minimal. After some history with the process, staff will amend the pertinent departmental budget(s) if the cost is greater than anticipated.
Background:
The City is responsible for maintaining and preserving an extensive roadway network that supports residents, businesses, emergency services, and the traveling public. Managing this infrastructure requires balancing roadway condition, maintenance and rehabilitation needs, traffic safety, available funding, and long-term infrastructure investment.
Staff recommends establishing a Roadway Maintenance and Traffic Safety Committee to serve in an advisory capacity to the City Council. The Committee would provide a dedicated forum for reviewing roadway maintenance, pavement management, infrastructure preservation, and engineering-based traffic safety matters, with an emphasis on data-driven evaluation and the efficient use of public resources.
The Committee would review roadway and pavement conditions, maintenance and rehabilitation priorities, collision and traffic safety data, and relevant performance measures. This review would support recommendations regarding infrastructure investment and engineering improvements intended to preserve the roadway network, and reduce the frequency and severity of traffic collisions.
The Committee would also provide a forum for community input and increased public understanding of roadway maintenance practices, investment priorities, and traffic safety strategies. Its scope would remain focused on roadway maintenance and preservation, pavement management, roadway investment priorities, and engineering-based traffic safety, with advisory recommendations provided to the City Council.
