SPECIAL MEETING
Mayor Hillmer called the regular meeting to order at 7:30 p.m.
1. ROLL CALL
COUNCIL PRESENT: Scot Candell, Kevin Haroff, Gabe Paulson, Catherine Way and Mayor Dan Hillmer
COUNCIL ABSENT: None
STAFF PRESENT: City Clerk Alison Foulis, Assistant to the City Manager Shannon O’Hare, City Manager Dan Schwarz, and City Attorney Sky Woodruff
Mayor Hillmer led the pledge of allegiance.
2. PUBLIC COMMENT
Mayor Hillmer moved the Public Comment period to the end of the meeting.
3. BUSINESS ITEMS
3.1 CONSIDERATION OF A COMMENT LETTER ON THE PROPOSED PROJECT HOMEKEY SITE AT 1251 S ELISEO DRIVE
City Manager Schwarz introduced the item. Ken Shapiro, Marin Health and Human Services (Marin HHS) Chief Assistant Director/COO, and Gary Naja-Riese, Marin HHS Director of Homelessness & Whole Person Care, provided a presentation to the Council. Mr. Shapiro and Mr. Naja-Riese were joined by Ashley Hart McIntyre, Marin HHS Homelessness Policy Analyst, Andrew Hening, Opening Doors Marin, Chris Callandrillo, Episcopal Community Services (ECS) Chief Operating Officer, and Kevin Kitchingham, ECS Director of Housing Development, to answer questions from the Council.

City Manager Schwarz and Assistant to the City Manager O’Hare summarized the themes of comments received from the public. The Council provided direction to staff on the contents of a letter from the Mayor to the Marin County Board of Supervisors regarding questions and concerns reflecting the discussions from the meeting that evening.
