REGULAR MEETING
1. ROLL CALL & PLEDGE OF ALLEGIANCE
Mayor Andre called the regular meeting to order at 6:30 p.m.
COUNCIL PRESENT: Scot Candell, Sarah Margulies, Gabe Paulson, and Mayor Stephanie Andre
COUNCIL ABSENT: Catherine Way
STAFF PRESENT: City Clerk Alison Foulis, Assistant City Manager Shannon O’Hare, Public Works Director Julian Skinner, and City Attorney Sky Woodruff
Mayor Andre led the pledge of allegiance.
2. PUBLIC COMMENT

4. APPROVAL OF THE CONSENT CALENDAR
Upon motion by Vice Mayor Paulson, and seconded by Councilmember Candell, the City Council approved the consent calendar in one motion. The vote was unanimously in favor. The approved consent calendar consisted of the following items:
4.1 Approve warrants.
4.2 Approve minutes of the January 7, 2026, special & regular meetings.
5. CITY MANAGER’S ORAL REPORT
Assistant City Manager O’Hare provided a report to the Council.
6. COUNCILMEMBERS’ ORAL REPORTS AND COMMENTS
Councilmember Candell reported on the following items:

7. PUBLIC HEARINGS
7.1 ADOPTION OF ORDINANCE 1096 AMENDING SECTIONS OF TITLE 15 OF
THE LARKSPUR MUNICIPAL CODE TO ADOPT BY REFERENCE AND AMEND PROVISIONS OF THE 2025 EDITION OF THE CALIFORNIA BUILDING STANDARDS CODE, TITLE 24, CALIFORNIA CODE OF REGULATIONS Council to hold a public hearing and consider adoption of Ordinance 1096.
Mayor Andre announced that the item is continued to the February 4, 2026, regular meeting.

8. BUSINESS ITEMS
8.1 LIBRARY AT THE COMMONS – JANUARY 2026 PROJECT UPDATE Council to receive an update on the Library at The Commons project progress.
Public Works Director Skinner provided a presentation and answered questions from the Council.
8.2 UPDATE ON THE JANUARY 2026 LARKSPUR FLOOD EVENT
Council to receive an update on the flooding events of January 2-5, 2026.
