SUMMARY:

Over the last 5 years, Lathrop' s population has grown significantly. On May 2, 2022, the California Department of Finance issued a press release, reporting Lathrop' s population of 31, 331, effective January 1, 2022; a 6. 6% change from 2021. This makes Lathrop the 2" d
fastest growing City in the State of California. Lathrop also made the top 10 list in single- family housing unit growth. During the pandemic, Lathrop' s Building Division processed almost 2, 000 building permits. This reflects approximately 5 years' worth of building permits in a 2- year period. With the continuous growing population, there comes a need for additional staffing and restructuring of staff to provide necessary services to our residents.

The City' s tax base and constant development activity have become solid indicators that Lathrop needs additional staffing and restructuring to be able to continue to deliver the high level of service that the community has come to expect from the City of Lathrop. In addition, the City has several employees in key positions ready for retirement, or have recently retired. In order for the City to ensure they have qualified and experienced staff in place, this item includes several reclassifications, restructuring of departments and updates to several employee classifications / job descriptions.

Additionally, and in accordance with CaIPERS requirements, the City Council must adopt a resolution approving the City of Lathrop' s salary schedule each time a change occurs. Therefore, this item is requesting City Council adopt a Resolution approving the restructuring of staff and amendments to the job descriptions and compensation plan for the following positions:

Senior Planner
Special Assistant
Chief Building Official
Permit and Plan Check Supervisor
Permit Technician I/ II/ III
Assistant City Manager

MAY 16, 2022 CITY COUNCIL SPECIAL MEETING

APPROVE RESTRUCTURING & AMENDED EMPLOYEE CLASSIFICATIONS AND

OR COMPENSATION PLANS IN VARIOUS DEPARTMENTS
BACKGROUND:

The following summarizes the proposed reclassifications, restructuring of departments and updates to several employee classifications / job descriptions as a result of population growth, retirements and restructuring:

Community Development Department
The last update to the Senior Planner job description was in 2007. In review of the current job description for Senior Planner, several deficiencies were identified in the definition and distinguishing characteristics, in addition to the area listing the essential functions of the position. To address the deficiencies, these areas are proposed to be amended to include relative and updated essential functions and working conditions. Estimated Annual Cost $ 0
Human Resources Department
In 2001, Resolution 01- 1129 was adopted creating the Special Assistant classification. This classification was created to provide flexibility in hiring temporary staff to meet the immediate needs of the various departments due to an influx of work volume. The position is temporary, part time and a non- represented classification. The job description to this classification will be updated to reflect essential job functions required by various departments, and the compensation tied to this classification must also be updated as the listed minimum pay is under legal minimum wage. The compensation was previously set at a competitive salary rate in 2001, but after 20 years, it should be updated to reflect current market rates. This position is proposed to be assigned to salary grade 37. Estimated Annual Cost $ 0 Additionally, effective July 2022, the Senior Administrative Assistant position currently assigned to Lathrop Police Services will transfer into the Human Resources Department. The position will assist Human Resources in addressing the influx of volume of risk management responsibilities, property claims, fleet registration, and tracking of training and certifications related duties resulting from the new Lathrop Police Department. Estimated Annual Cost $ 0
Proposed Building Department ( currently Building Division) The City is currently under contract with 4Leaf, Inc., to provide professional contract staff and services to the Building Division under Public Works. The Chief Building Official position is under contract at an hourly rate of $ 150 per hour, with an annual cost of approximately $ 312K. With the continuous growing population and constant development activity, staff believes now is a prudent time to branch out the Building Division into its own Department. The City has an adopted Chief Building Official job description, at an unrepresented mid- management level.

OR COMPENSATION PLANS IN VARIOUS DEPARTMENTS
However, staff is proposing to update the existing Chief Building Official position to an at- will full time Department Head level position responsible for the City' s Building Department. The current salary grade for this position on the grade step table is 77, with the updated job description language staff is proposing to reclassify the salary to grade to 81. Onboarding a full time Department Head at grade 81 will generate an annual savings due to the decrease in contract staff. Estimated Annual Savings 75K from contract costs. Increase annual salary estimated at $ 20K Additionally, the current job descriptions for Permit and Plan Check Supervisor and Permit Technician will need to be updated to reflect changes in the distinguishing characteristics and essential functions of the positions. The Permit Technician is currently a one position series, staff is recommending to expand the series to a Permit Technician Level I, II, and III. This proposed change allows for career growth opportunities and the ability to compete with similar jurisdictions during the hiring process. Permit Technician II is proposed for salary grade 51 and Permit Technician III is proposed for salary grade 55. This is a creation of positions only, and does not propose to reclassify any current positons. Estimated Annual Cost $ 0 City Manager' s Office & Public Works Restructuring
With the steady increase in capital improvement, development, and regulatory projects, over time the Public Works Director has assumed added responsibilities and has become an instrumental part in managing higher- level projects in conjunction with the City Manager' s Office. The Public Works Director currently oversees services, staff and functions of the Public Works Department, which include Public Utilities, Civil Engineering, Land Development, Construction Management, Regulatory Compliance, Flood Management, and Building Services.

Considering the steady growth and constant development activity, staff believes now is a prudent time to request the funding and reclassification of the Public Works Director position to Assistant City Manager. The Assistant City Manager position will provide the City Manager will high- level project management, and continue to oversee all the functions of the Public Works Department, including the new Building Department. Additionally, after July 1, 2022, the Department Head level City Engineer position and functions ( as dictated by code) will report to the Assistant City Manager. The Assistant City Manager position will also act as the City Manager during his/ her absence. The City currently has a previously adopted job description for the Assistant City Manager position at Grade 91 in the Grade Step Table. Staff is recommending minor changes to the existing job description to align with the proposed restructuring. Estimated Annual Cost $ 20K

OR COMPENSATION PLANS IN VARIOUS DEPARTMENTS
REASON FOR RECOMMENDATION:

Community Development Department - The Community Development Department currently has a vacant Senior Planner position. In an efFort to target ideal and well- qualified candidates, staff recommends that Council approve the amended job description.

Human Resources Department - Resolution 01- 1129 created the Special Assistant position. However, in review of the Resolution it was identified that a written job classification was never adopted. Staff recommends that Council approve a written formal job description. The adopted job description will be utilized to accommodate filling various departments' short- term / entry level staffing needs. Departments requesting such staffing would only use this classification when they have budgeted funds, or seek Council approval of a budget approval.

Proposed Building Department ( currently Building Division) - In review of the current job descriptions of Chief Building Official, Permit and Plan Check Supervisor and Permit Technician, deficiencies were identified in the definition and distinguishing characteristics, in addition to the area listing the essential functions of the positions.

The Permit Technician classification is proposed to become a tiered series of I/ II/ III.

Creating a tiered series will allow for career growth opportunities and the ability to compete with similar jurisdictions during the hiring process. To address the deficiencies, staff recommends that Council approve the amended job descriptions.

City Manager' s Office & Public Works Restructuring - Considering the steady growth and constant development activity, staff believes now is a prudent time to request the funding and reclassification of the Public Works Director position to Assistant City Manager. The Assistant City Manager position will provicJe the City Manager will high- level project management, and continue to oversee all the functions of the Public Works Department, including the new Building Department.

Additionally, after ) uly 1, 2022, the Department Head level City Engineer position and functions ( as dictated by code) will report to the Assistant City Manager. The Assistant City Manager position will also act as the City Manager during his/ her absence. Staff recommends approval to the proposed amended job description.

FISCAL IMPACT:

There is no fiscal impact for the Community Development and Human Resources Departments.

The City is currently under contract with 4Leaf, Inc., to provide professional contract staff and services to the Building Division under Public Works. The Chief Building Official position is under contract at an hourly rate of $ 150 per hour, with an annual cost of approximately $ 312K. Onboarding a full time permanent City of Lathrop employee will generate an annual savings of $ 75, 000 in contract costs; however, there is an increase to the annual salary for the fulltime position of $ 20, 000.
