CIP PK 22- 34 SHILLING AVENUE PARK PROJECT
RECOMMENDATION: Review Conceptual Design and Consider the Adoption of Resolution Approving Related Budget
Amendment for CIP PK 22- 34 Shilling Avenue Park
Project
SUMMARY:
At the October li, 2021 Council meeting, City Council approved the creation of Capital Improvement Project ( CIP) PK 22- 34 Shilling Avenue Park Project. The project will construct a park on a City- owned 1- acre retention pond located on the northwest corner of Shilling Avenue and Reverend Maurice Cotton Drive. The creation of CIP PK 22- 34 allowed staff to contract for Professional Surveying Services, complete the topographic survey and start the design phase for landscape, civil and electrical components.
The City has contracted Sam Harned Landscape Architecture ( SHLA) to provide landscape architectural design services for the new park. SHLA has prepared a conceptual design that divides the existing parcel into a retention basin and a new park that may include a perimeter walking trail, a small children' s play structure with rubberized fall surfacing, shaded picnic tables with barbecues, park benches, garbage cans, a drinking fountain, and a 4' perimeter fence. Optional amenities may consist of outdoor fitness stations, a water play fountain, grouted cobble at basin, seat wall, and lighting.
Upon review, staff requests Council provide direction on determining the final amenities to be included within the park' s design. Staff is also requesting City Council approve a budget amendment transferring $20, 000 from the Culture and Leisure Capital Facility Fee ( CFF) Fund ( 2260) into the CIP Project Fund ( 3010) to complete the design phase that will include electrical and civil components.
BACKGROUND:
The City currently owns a 1- acre retention basin at the corner of Shilling Avenue and Reverend Maurice Cotton Drive. This parcel serves as storm water flood protection for the surrounding neighborhood. On October 11, 2021, City Council approved the creation of CIP PK 22- 34 Shilling Avenue Park Project that will split the existing parcel into a retention basin and a new park without impacting the flood protection of the neighborhood. The creation of CIP PK 22- 34 allowed staff to contract for Professional Surveying Services, complete the topographic survey and start the design phase for landscape, civil and electrical components.
