SUMMARY:

On January 10, 2022, City Council approved a cooperative agreement with the San Joaquin Council of Governments ( SJCOG) for the City to receive funding towards Capital Improvement Project ( CIP) PS 22- 17 for the Lathrop Active Transportation Plan ( ATP). This project was created to evaluate all forms of mobility and develop a bicycle and pedestrian plan to enhance the safety of active transportation citywide.

On September 6, 2022, the City issued a Request for Proposal ( RFP) for qualified consultants to provide professional engineering consulting services to prepare the ATP. After reviewing and evaluating the five ( 5) proposals received, GHD, Inc. was selected based on their previous work history, qualifications, positive references, and overall understanding of the plan requirements.

Staff is requesting City Council approve a Professional Consulting Services Agreement with GHD in the amount of $ 199, 812 for the preparation of the Lathrop ATP, CIP PS 22- 17. SufFicient funds have been allocated in the FY 22/ 23 approved budget.

BACKGROUND:

The ATP will identify a network of bike and pedestrian facilities that will improve safety and mobility, increase travel alternatives, decrease transportation costs, and potentially reduce collisions. The planning process will engage the public in developing goals, policies, and programs to improve walking and biking conditions within the community. The plan will evaluate all forms of non- motorized transportation by reviewing the existing transportation infrastructure, identifying deficiencies, developing and prioritizing potential projects, holding public meetings to receive public comment, and preparing a plan that can be used to guide development and City initiated projects.

On September 6, 2022, the City issued a Request for Proposal ( RFP) for qualified consultants to provide professional engineering consulting services to prepare the ATP.

RE: Lathrop Active Transportation Plan Project CIP PS 22- 17 Dear Mr. Abarca and Members of the Selection Committee:

We are pleased to submit GHD' s proposal for the City of Lathrop( City) Active Transportation Plan( ATP). With the timing of the City' s General Plan Update, we are excited to support this important and timely next step. This action demonstrates the values of the City and recognizes that planning for active transportation is a top priority that will inform future growth, as well as achieve regiona sustainability goals. GHD is fully available and committed to assist you in developing the Lathrop ATP to improve active transportation for residents, workers and visitors of the City of Lathrop.

GHD is currently working on the City of Chico' s ATP and has delivered similar plans for the Cities of Elk Grove, Santa Maria and Gustine in the past two years. We understand the importance of the ATP to improve active transportation facilities within each community, as well as between communities, and will work with project stakeholders to understand and address locally identified needs. Highlighted strengths of our team include:

Industry Leading Planning and Design Experience. G H D Project Manager, Kendra Ramsey, AICP is a recognized expert in the active transportation planning field and serves as Vice President of the Association of Pedestrian and Bicycle Professionals( APBP). She and her team bring direct experience developing local multi- modal networks for California communities with many successful projects completed in the Central Valley.

Proven Community Engagement Processes. The GHD team understands the importance of an effective and inclusive public engagement effort and has a breadth of traditional and virtual engagement experience to draw from.

We excel at working with local organizations and stakeholders to elicit broad engagement and will work with Lathrop community members to craft a strategy that works for your residents and supports strong grant applications to fund project implementation. Our Engagement Lead, Kristin Thigpen, comes to GHD with decades of experience engaging diverse communities. She also has been a key contributor to developing" Vision Zero" strategies and programs.

We Know California. Our planners and engineers have worked with many communities throughout the Central Valley.

Our job is so much more than preparing plans and getting the infrastructure in place. We have a responsibility to our communities to provide equitable transportation solutions that safely serve everyone. We also must do this in away that keeps our most vulnerable road users safe as they access school, work, home, or any other desired destination.

Our commitment is to exceed your expectations with this project and provide an ATP that you, your staff and your community can be proud of. We look forward to working with you on this important project. Please contact Kendra Ramsey with any questions regarding our submittal.

Given the diversity of the Santa Maria community, GHD used both traditional Value in- p.erson workshops, online workshops, and pop- up events with a particular 250, 513 focus on the Spanish- speaking community of Santa Maria. A community survey was distributed by Promotores( health advocates) at primarily- Spanish- speaking Relevant Team Members community events, and an informational flyer was sent home with all 17,000 Kendra Ramsey( PM), Kamesh Vedula, students in Santa Maria schools. A website also provided access to the survey Todd Tregenza, Paige Thornton as well as an interactive map to collect comments. Based on the technical analyses and public input, GHD developed improvement recommendations, which were prioritized with stakeholder feedback. GHD also completed an Active Transportation Program Cycle 5 grant application for a package of high- priority projects.
