CITY MANAGER' S REPORT
NOVEMBER 14, 2022 CITY COUNCIL REGULAR MEETING
ITEM: CREATE CIP PS 23- 09 FOR SIDEWALK INFILL AT )"
STREET AND 5T" STREET INTERSECTION, AND

APPROVE RELATED BUDGET AMENDMENT
RECOMMENDATION: Adopt Resolution Creating CIP PS 23- 09 for Sidewalk Infill at " J" Street and 5t'' Street Intersection and
Approving Budget Amendment
SUMMARY:

The " 7" Street and 5th Street intersection is currently all- way stop controlled with curb returns only at the north and south of the easterly leg. Staff is proposing to create Capital Improvement Project ( CIP) PS 23- 09 for Sidewalk Infill at the " J" Street and 5th Street intersection to construct the westerly curb returns and install standardized American with Disabilities Act ( ADA) ramps.

The proposed project also includes improvement of the roadway and sidewalk from the centerline of 5th Street to 250 feet west of the intersection. This segment will be paved to accommodate parking and bike lanes and connect to the existing curb and gutter on both sides of the road. The existing driveways will be reconstructed and transitioned to the new surface flow line. The improvements will provide pedestrian connectivity within the neighborhood and through the intersection.

Staff is requesting that City Council approve the creation of CIP PS 23- 09 for Sidewalk Infill at J" Street and 5th Street. Staff is also requesting the approval of a related budget amendment transferring $ 100, 000 from the General Fund Street Repair Reserves ( 1010) to the CIP Project Fund to create the project and fund the design engineering services.

BACKGROUND:

J" Street is an east- west local residential road that extends from 7th Street to Harlan Road. Sidewalk, curb, and gutter are consistent from Harlan Road traveling east to 5th Street. The intersection of " J" Street and 5th Street is an all- way stop controlled intersection with curb returns only at the north and south of the easterly leg. Staff is proposing to create CIP PS 23- 09 for Sidewalk Infill at " J" Street and 5t" Street intersection to construct the missing curb returns and install compliant ADA ramps.

INTERSECTION, AND APPROVE BUDGET AMENDMENT
Staff is requesting that City Council approve the creation of CIP PS 23- 09 for Sidewalk Infill at " J" Street and 5t" Street. Staff is also requesting the approval of a related budget amendment transferring $ 100, 000 from the General Fund Street Repair Reserves to the CIP Project Fund to create the project and fund the design engineering services.

StafF will return to Council at a later date to award a construction contract.
