One Voice Travel
2 Background
• Since 2000, The San Joaquin Council of Governments
has coordinated a delegation of policymakers,
governmental officials and business leaders from San
Joaquin County
• Intention is to call upon Congressional representatives and administrative staff in Washington D.C. to discuss
specific issues and projects of importance to the region. • City of Lathrop officials have participated in
approximately 17 One Voice trips.
3 Select One Voice Participants
• This year, the conference will be from May 6 – May 11, 2023.
• City policy requires Council approval for all out-of-state travel.
• Travel funds for the One Voice Trip are not included the City Council expense budget.
• However, if Council elects to send the City Manager to attend this years’ One Voice Legislative Event, funds are available.

• Council may elected to have 1 or 2 Council Members
attend this years’ One Voice Legislative Event
• A budget amendment would be required depending on
the selected option.
• Council Action: discuss and select participants, approve out-of-state travel, and related budget amendment.
5 Options
In order to prevent a quorum from doing City business
during the trip, attendees are limited to two members of the Council, one of whom may include the Mayor.
