SUBJECT: City of Lathrop Well 10 Capital Improvement Project, Testing, Analysis and Modifications — Budget Increase Request No. 2
Dear Mr. Gibson:
Per the City' s request, Luhdorff& Scalmanini Consulting Engineers ( LSCE) is pleased to submit this request for a budget increase to complete the Well 10 Improvement Project. The current budget increase is being requested for additional design services for a prelubrication system for the pumping equipment and additional construction management services. LSCE has assisted the City with investigating the Well 10 for sand related issues. The original contract was executed on December 15, 2021 and it included four tasks. In July 2022, LSCE requested additional budget for completing the well rehab and modifications.
Task 1: Review of the City' s Front- End Specifications ( completed) Task 2: Development of Work Plan and Technical Specifications ( completed) Task 3: Bidding Assistance ( completed)
Task 4 Oversite of the Well Rehab and Pump Replacement.
The well rehab is complete. The pump replacement is nearly complete. A replacement pump has been specified and ordered. The remaining work includes review of the factory curve, pump installation, well disinfection, startup and performance testing.
Budget Increase No. 1: Additional Well Rehab and Modifications ( completed) The budget increase was requested for the following reasons: the well investigation needed a second dynamic video survey to determine the source of sand; time for review and approval of the well modification design from San Joaquin County (County) and Division of Drinking Water ( DDW); and procurement of the materials by the Contractor; coordination with the Contractor to reinstall the old pumping equipment in July 2022 for the high demand water season to provide the City with a reliable drinking water source for the summer.
This second budget increase is being requested to provide additional design services for a prelubrication system for the pumping equipment and construction management services. LSCE 500 irst Stre d 53C3) 6ta' 1- C+"l0 3

assumed that the Well 10 station was equipped with a functional prelubrication system.
However, when the well rehabilitation was completed, it was determined that the prelubrication system was not functional. A prelubrication system is necessary for a fully functional system and to bring the Well 10 station into good operational standing, as a prelubrication system is critical for preventing equipment failure and longevity of the pumping equipment. Under the additional requested scope, LSCE will design a prelubrication system for Well 10, coordinate with the City, and coordinate with Primex to complete the electrical work.
LSCE will assist the City with construction management during installation of the prelubrication system and the pump station upgrades identified under the original scope. Construction management services will include reviewing submittals, Request for Information ( RFIs), the Contractor' s invoices, reviewing quotes for change orders, coordination with the Contractor, and facilitation of bi- weekly construction calls. Submittal reviews will include: the pump factory curve, prelubrication system materials, and performance testing.
This second budget increase of$ 20, 000 is submitted to the City for approval for the work necessary to complete the project. Thank you for giving us the opportunity to prepare this budget increase request for the scoped items of work.
