SUMMARY:
On December 9, 2019, City Council approved the creation of Capital Improvement Project ( CIP) GG 20- 19 Mossdale Irrigation and Landscape Improvements to upgrade the existing landscaping and irrigation equipment in the Mossdale Development Area.
These improvements are needed to maximize the use of recycled water, install drought resistant landscaping and reduce the City' s
long- term operation and
maintenance costs.
In September of 2022, Council awarded a construction contract to Odyssey Landscaping, Inc., ( Odyssey) for improvements on Golden Valley Parkway between River Islands Pkwy and Towne Centre Drive.
Staff recommends City Council approve Change Order No. 4 with Odyssey Landscaping in the amount of $ 959, 513 for landscaping improvements on River Islands Pkwy between Golden Valley Pkwy and McKee Blvd. Staff also requests City Council authorize a 15% construction contingency of $ 143, 927 for a total cost not to exceed $ 1, 103, 440 and authorize staff to spend up to this amount as necessary to accomplish the goals of the project. Staff also requests for City Council to approve related budget amendment.
BACKG ROU N D:
Over the past few years, the City has taken steps to improve landscaping on major arterial streets including Louise Ave, Lathrop Rd and Golden Valley Pkwy. These improvements are needed to maximize the use of recycled water, install drought resistant landscaping and reduce the City' s long- term operation and maintenance costs.

APPROVE CONTRACT CHANGE ORDER NO. 4 WITH ODYSSEY LANDSCAPING

PKWY & MCKEE BLVD AND APPROVE RELATED BUDGET AMENDMENT
ASSOCIATED WITH CIP GG 20- 19
Odyssey has substantially completed the improvements on Golden Valley Parkway and staff has been pleased with the work performed to this point. During construction, Odyssey has gained extensive knowledge about the City' s unique recycled water system and the specific site conditions that exist in the Mossdale Development Area. This knowledge will prove valuable during the next phase of improvements on River Islands Parkway which will include palm trees with up lighting in the medians, accent trees, artificial turf, decomposed granite, drought- resistant shrubs and groundcover.
REASON FOR RECOMMENDATION:
Staff is recommending the approval of Change Order No. 4 with Odyssey Landscaping to further the goals established with the creation of CIP GG 20- 19. These improvements are needed to maximize the use of recycled water, install drought resistant landscaping and reduce long- term operation and maintenance costs.
Odyssey Landscape has performed well on the original contract work, has unique knowledge of the project site and unit pricing from the original contract will extend into Change Order No. 4.
FISCAL IMPACT:
Sufficient funds were not included in FY 22/ 23 budget for Change Order No. 4 with Odyssey Landscaping for $ 959, 513. Staff is requesting a budget amendment as follows:
Decrease Landscape Reserves
1010- 251- 07- 00 506, 000
