AMENDMENTS.
RECOMMENDATION: Adopt a Resolution Creating CIP GG 23- 19 for South Lathrop Surveillance System and Ratify

Solutions and, Approve Related Budget
Amendment
SUMMARY:
Staff requests that City Council create Capital Improvement Project ( CIP) GG 23- 19 South Lathrop Surveillance System and ratify the purchase, configure, commission and subscriptions for a surveillance system in the southern area of Lathrop. The proposed surveillance system uses mounted cameras to record video and license plate information to assist the Lathrop Police Department to facilitate crime solving.
Surveillance locations would include various entry points to the levee access roads, near highway entrances and other known roadways used to access this unoccupied area that is currently under development. The City Manager approved the order of the equipment in February to avoid a delay of the project due to the supply chain and demand.
Tonight, staff is requesting City Council approve the creation of CIP GG 23- 19 South Lathrop Surveillance System with a budget of $ 150, 000 for the first year, ratify the purchase of hardware, software, configuration and licensing from ICU Technologies in the amount of $ 79, 766 and ratify the purchase of the configuration of hardware, software and licensing from Vigilant Solutions in the amount of $ 18, 841. Additional equipment and materials will be required such as communication equipment estimated at $ 22, 900 and fiber equipment along with installation estimated at 15, 000. In addition, a 10% contingency of $ 13, 500 will be set aside for unforeseen costs. The details of the hardware are not included in this report to protect the City' s information systems from cybercriminals and, potential malicious activities.
BACKGROUND:
The area of South Lathrop contains a large looping roadway that drivers are prone to use as a raceway and remains largely unpopulated. This is mainly due to current development of several buildings. The equipment to be installed around Yosemite Avenue, Jefferson Way, Glacier Street and Madruga Road that complete this loop, will be monitored by the Lathrop Police Department. This system will serve as a deterrent CITY MANAGER' S REPORT PAGE 2

for criminal activity as well as a vital tool for solving crimes and facilitating police investigations.
There are currently ten ( 10) buildings planned to be built in this area. Five ( 5) of those buildings are complete and the other five ( 5) are still under construction. This creates an area prone to vandalism, as it is not generally occupied or trafficked at night. The area currently does not contain any barriers to impede vehicles from traveling on and off the levee roads around the area and with the San Joaquin River to the West, this allows for suspicious activities, crimes and accidents to occur without observation. To increase public safety, expedite crime solving and to decrease criminal activity, staff is recommending the installation of a surveillance system in the South Lathrop area.
A combination of multi- sensor cameras and Automatic License Plate Recognition ALPR) cameras are utilized daily to proactively identify crime as it occurs in the City, such as the following:
Burglary Vandalism
Arson Dumping
Theft Speeding
Assault Robbery
Hit and Run Reckless Driving
The surveillance systems will assist to deter crime, and may become a resource in solving crimes that may occurred. This infrastructure in place gives officers an immediate tool to investigate and solve the crimes. According to the International Association of Chiefs of Police, upwards of 70% of crimes involve a vehicle. For example, stolen vehicles and stolen license plates are used to commit additional crimes. When an officer is notified of these stolen vehicles in the area, the officers are then able prevent further crimes from taking place by stopping the current crime.
Witnesses often do not capture the license plate numbers of suspicious vehicles.
However, they are able to identify possible suspect vehicles and provide general descriptions of the vehicle. Police are then able to continue with the investigation by reviewing the surveillance footage. When investigating traffic accidents officers are able to identify the primary collision factor along with identifying hit and run vehicles.
This camera system is used on a daily basis to keep Lathrop a safe place for those living, working and visiting the community. The need for an increase in surveillance around the City is evident by recent shootings that have taken place near intersections and, as a result of video footage, suspects were taken into custody.
Additional cameras throughout the City will facilitate in solving more crimes throughout the City efficiently and effectively.
Staff requested proposals from ICU Technologies for the hardware services. The City Manager approved the order of the equipment in February to avoid a delay of the project due to the supply chain and demand. ICU is a certified authorize re- seller of CITY MANAGER' S REPORT PAGE 3

the surveillance cameras and parts that meet the hardware specification of the City' s standard camera surveillance system. ICU Technologies is a General Services Administration ( GSA) certificate holder. This program, administered by the United States Government, provides government agencies with discounted pricing schedules and establishes purchasing contracts with vendors through a competitive bidding process. GSA' s competitive bidding process is in conformance with the Office of Procurement, Department of General Services of the State of California exemption; as described in Lathrop Municipal Code Section 2. 36. 110. Furthermore, ICU is certified to perform the configuration and installation of these cameras.
Staff requested proposals from Vigilant Solutions for the ALPR cameras and subscriptions. The City of Lathrop currently uses Vigilant Solutions LPR system exclusively to ensure consistency throughout the City and maintain the ability for the LPR to communicate with current technology infrastructure throughout the City network. The solution we require is specialized and can only be obtained from Vigilant Solutions, LLC. as they are the sole manufacturer of the L5F Automatic License Plate Reader ( ALPR) Camera System and do not resell.
Network infrastructure will require additional equipment, installation and configuration from other vendors. Fiber and communication equipment has an approximate cost of$ 37, 900. Staff will utilize a competitive bidding process to ensure fiscal responsibility.
Tonight, staff is requesting City Council approve the creation of CIP GG 23- 19 South Lathrop Surveillance System with a budget of $ 150, 000 for the first year and ratify the purchase of hardware, software licensing from ICU Technologies for $ 79, 766 and ratify the purchase of hardware, software and licensing from Vigilant Solutions for 18, 841 included in the budget of$ 150, 000. Additional equipment, configuration and installation will be required for the equipment infrastructure. This surveillance system will be fully funded by the CFD 2019- 1.
REASON FOR RECOMMENDATION:
The surveillance system ordered through ICU Technologies and Vigilant Solutions for this CIP GG 23- 19 South Lathrop Surveillance System represents an effort to utilize technology to expedite crime solving while enhancing crime prevention, and public safety.

FISCAL IMPACT:
The proposed project budget is $ 150, 000 for the first year. The current fund balance available in the CIP GG 23- 19 budget will not cover the full cost of the equipment.
Staff recommends a budget amendment of $ 150, 000 to transfer from South Lathrop CFD 2019- 1 Fund 2670 to cover the cost of the camera surveillance system. This surveillance system will be fully funded by the CFD 2019- 1. Staff is requesting Council approve the following budget amendment:
